Job summary

INCATech LLC seeks an Acquisition Liaison to support a DOT acquisition program, providing cradle-to-grave acquisition and contract management support. You will collaborate with CORs, program staff, and technical experts to develop requirements, plans, and documentation throughout the lifecycle.

You will conduct market research, assist with IGCEs and J&As, and contribute to cost/price analyses while coordinating post-award activities and closeout readiness. On-site DOT HQ support is required.

Qualifications

  • Bachelor-level degree and at least 5 years of federal acquisition experience.

Responsibilities

  • Provide cradle-to-grave acquisition support for federal service and commercial item procurements.
  • Review acquisition packages for completeness and compliance with applicable laws, regulations, policies, and procedures.
  • Develop acquisition strategies, requirements, and procurement documentation with CORs and program teams.
  • Prepare acquisition documents such as SOWs, SOOs, PWSs, and IGCEs.
  • Conduct and document market research and related determinations/approvals.
  • Assist with cost/price analyses and IGCE development.
  • Support post-award activities including modifications and closeout.
  • Prepare contract files and coordinate closeout activities.
  • Provide status information and analyses for acquisition reporting.

Job description

INCATech is seeking an Acquisition Liaison to support a pending U.S. Department of Transportation (DOT) acquisition support opportunity. This position will provide acquisition and contract management support to acquisition divisions and work closely with Contracting Officer’s Representatives (CORs), program personnel, technical subject matter experts, and acquisition professionals.

The selected candidate will provide subject matter expertise in federal acquisition and support program and technical personnel in developing and processing service and commercial requirements throughout the acquisition lifecycle. The role requires hands‑on experience supporting federal procurements from acquisition planning and requirements development through award, contract administration, and closeout.

RESPONSIBILITIES
  • Provide cradle-to-grave acquisition support for federal service and commercial item procurements.
  • Assist program offices with the preparation of Purchase Request (PR) packages, including identifying and developing required supporting documentation prior to submission to the Acquisition Office.
  • Review acquisition packages for completeness, accuracy, and compliance with applicable federal laws, regulations, policies, and procedures.
  • Work closely with CORs, program personnel, technical experts, and acquisition personnel to develop acquisition strategies, requirements, and procurement documentation.
  • Assist with the development of acquisition plans, Statements of Work (SOWs), Statements of Objectives (SOOs), Performance Work Statements (PWSs), functional requirements, specifications, and other acquisition documentation.
  • Conduct and document market research and assist with the preparation of market research reports, Determinations and Findings (D&Fs), Exceptions to Fair Opportunity, and Justifications and Approvals (J&As).
  • Assist with the development of Independent Government Cost Estimates (IGCEs), supporting market research, and business case models.
  • Support cost and price analysis activities and provide analytical assistance to Government acquisition personnel as required.
  • Assist with recurring contract administration activities, including contract modifications, funding actions, deliverable tracking, and other post‑award requirements.
  • Assist with preparation of contract files and documentation for closeout and coordination with closeout personnel.
  • Assist with acquisition‑related reporting requirements and provide status information and analysis as requested
REQUIREMENTS
Qualifications
Related Experience
  • Bachelor of Arts (BA), Bachelor of Science (BS), or higher degree and at least 5 years of relevant federal acquisition experience.
  • Expert knowledge and hands‑on federal acquisition experience equivalent to at least FAC‑C Level II training and experience.
  • Demonstrated hands‑on experience utilizing the Federal Acquisition Regulation (FAR) to support federal procurements.
  • Experience supporting cradle‑to‑grave acquisitions for services and commercial requirements.
  • Experience preparing and reviewing acquisition and Purchase Request packages and associated supporting documentation.
  • Demonstrated experience developing acquisition documentation such as acquisition plans, SOWs, SOOs, PWSs, market research reports, IGCEs, D&Fs, J&As, and related procurement documents.
  • Knowledge and hands‑on experience supporting acquisitions under FAR Subpart 8.4, Parts 12, 13, 15, 37, and 43, and FAR 4.804 contract closeout requirements.
  • Experience supporting multiple contract types, including FFP, Cost‑Reimbursement, Labor Hour, and T&M arrangements.
  • Knowledge of cost and price analysis principles and ability to assist with cost/price analyses, IGCE development, and supporting market research.
  • Experience supporting IDIQ contracts, task/delivery orders, BPAs, purchase orders, IAAs, or similar federal acquisition vehicles.
  • Ability to independently analyze acquisition requirements and work assignments, identify issues, develop recommendations, and provide meaningful feedback to Government personnel.
  • Demonstrated ability to analyze and resolve complex problems and validate acquisition‑related data and documentation.
  • Excellent written and verbal communication skills and demonstrated ability to work effectively with Government customers, acquisition professionals, technical personnel, and other stakeholders.
  • Strong organizational, analytical, research, and documentation skills.
  • Excellent computer skills, including proficiency with Microsoft Office applications such as Word, Outlook, Excel, and Teams and Google Workspace applications such as Calendar, Sheets, Chat, Gmail, Docs, Slides, Drive, and Meet.
  • Ability to work effectively both independently and as an active member of an integrated acquisition support team.
  • Ability to provide on‑site support at DOT Headquarters.
Preferred
  • FAC‑C Level III or equivalent federal acquisition certification/training
  • Experience using PRISM or another federal contract writing system.
  • Experience supporting source selections and development of source selection evaluation criteria.
