Our client, a leading construction group, is looking for a Deputy General Manager in charge of Domestic Construction Operations.
Role Profile
The Deputy General Manager – Domestic Construction Operations will be responsible for leading and overall accountability the Company’s domestic construction business, tender acquisition, stakeholder management, and operational oversight across superstructure and strategic investment projects.
Reporting directly to the Chairman of the Board, the role will play a critical part in driving sustainable growth, enhancing market positioning, and maximizing the value of the Company’s domestic project portfolio.

Key responsibilities include
- Lead and manage all domestic construction operations covering infrastructure, superstructure, and strategic construction projects.
- Maintain and strengthen strong relationships with ministries, municipalities, public authorities, regulatory bodies, state owned enterprises and key decision-makers.
- Identify, evaluate, and secure new business opportunities through public and private sector tenders processes and strategic partnerships.
- Direct all tender management activities, including opportunity assessment, bid strategy development, consortium formation, contract negotiations, and project acquisition.
- Represent the company at executive level meetings with government institutions, clients, investors, business partners, and industry stakeholders.
- Oversee the performance of the domestic project portfolio, ensuring operational excellence in project delivery, profitability, operational efficiency, risk management and timely execution.
- Monitor market developments, industry trends, regulatory changes and competitive dynamics to support strategic decision making and business planning.
- Collaborate closely with engineering, project management, procurement, legal, finance, commercial teams to ensure project execution and value creation.
- Contribute to long-term corporate strategy, investment decisions, and organizational development initiatives and the achievement of the Group’s long term growth objectives.
Required Qualifications
- Bachelor’s degree in civil engineering, Architecture, construction management or a related discipline a master’s degree in Engineering, Business Administration, or a related field is desirable.
- Minimum 20 years of progressive leadership experience within leading construction, infrastructure, EPC, real estate development or investment groups, including significant experience in senior executive roles.
- Demonstrated track record of successfully leading and delivering large-scale superstructure projects with substantial contract values and multiple stakeholder interfaces.
- Extensive experience in public procurement, tender management, EPC contracts, design-build projects, and complex commercial negotiations.
- Well established network and relationship management capabilities across government institutions municipalities, regulatory authorities and key industry stakeholders in Türkiye.
- Strong commercial and financial acumen, including project finance fundamentals, contract management, budgeting, risk assessment, and project profitability management.
- Experience in managing multiple concurrent projects through geographically dispersed teams.
- Strategic mindset with the ability to translate market opportunities into executable business initiatives and long-term growth plans.
- Exceptional leadership, communication, negotiation, stakeholder management, and decision-making skills, with the ability to influence at board and government stakeholders’ levels.
- High degree of integrity, professionalism, and business judgment, with a strong commitment to operational excellence and sustainable growth.
- Fluency in English and Turkish is required; additional languages are considered an advantage.
