The Network Manager is responsible for the design, implementation, and operation of the organization’s data center and ISP network infrastructure. This includes structured cabling systems, switching and routing, internet peering, and overall network availability and performance. The role requires both strategic planning and hands‑on technical leadership, ensuring that the network supports business goals with reliability, scalability, and security.

Customer Network Provisioning
  • Provides provisioning support and technical guidance for both new orders and existing cross connection circuits to ensure successful completion and smooth maintenance as required by customers.
  • Performs end‑to‑end testing of cross connection circuits.
  • Create and update network diagrams and databases for all provisioning.
  • Manages Service Completion Document for completed provisioned orders.
Network Planning and Design
  • Assess current and future network requirements across the data center and ISP environments.
  • Develop scalable, redundant, and high‑availability network architectures.
  • Design structured cabling systems, considering layout, growth, and performance requirements.
  • Select appropriate cabling standards (e.g., Cat 6A, OM4, OS2) and components.
  • Create detailed cabling schematics, diagrams, and capacity plans.
Cable Infrastructure Implementation and Management
  • Oversee the installation, termination, labeling, and certification of copper and fiber cabling systems.
  • Implement cable management practices to ensure organization, scalability, and serviceability.
  • Maintain inventory of patch cords and accessories for cabling jobs.
  • Maintain up‑to‑date documentation of cabling layouts, pathways, and connection points.
ISP Network Operations and Design
  • Design and implement BGP architecture for both upstream (IP transit) and downstream (customer) connections.
  • Optimize BGP routing policies for performance, stability, and cost efficiency.
  • Manage Autonomous System (AS) numbers, IP address allocations, and route advertisements.
  • Establish and maintain peering relationships with Internet Exchange Points (IXPs) and other ISPs.
  • Implement traffic engineering strategies to balance load and improve latency.
  • Monitor and analyze routing performance, applying adjustments to improve network resilience and redundancy.
  • Ensure compliance with global routing security practices (e.g., RPKI, ROA, MANRS).
Network Implementation and Operations
  • Deploy, configure, and maintain core networking equipment, including routers, switches, firewalls, load balancers, and network appliances.
  • Ensure network configurations follow best practices and security standards.
  • Oversee integration between data center LAN and WAN infrastructure, ensuring smooth operation and traffic flow.
Network Monitoring and Optimization
  • Implement and maintain network monitoring tools for proactive fault detection and performance management.
  • Monitor bandwidth utilization, latency, and packet loss to identify optimization opportunities.
  • Develop and track key network performance metrics and service‑level indicators.
Network Security
  • Implement comprehensive security measures, including firewalls, segmentation, ACLs, IDS/IPS, and encryption.
  • Maintain security controls in line with frameworks such as ISO 27001 and OSPAR.
  • Regularly review network configurations for vulnerabilities and compliance gaps.
  • Ensure that the structured cabling system adheres to industry standards and best practices, such as TIA/EIA‑568, TIA‑942, and BICSI guidelines.
Capacity Planning and Scalability
  • Analyze network traffic patterns and growth trends to plan for future capacity requirements.
  • Recommend and justify network upgrades or architectural changes.
  • Ensure the network design supports modular expansion for new services and technologies.
Documentation and Compliance
  • Maintain accurate and current documentation for all network configurations, diagrams, IP address allocations, and standard operating procedures.
  • Ensure compliance with regulatory standards and internal policies, including PCI DSS and data privacy regulations.
Vendor and Budget Management
  • Manage relationships with network equipment and service vendors.
  • Evaluate vendor proposals and negotiate contracts for optimal value.
  • Plan and manage the network operations budget, including hardware, software, and maintenance expenses.
Team Leadership
  • Lead, mentor, and develop a team of network engineers and technicians.
  • Set clear objectives, allocate responsibilities, and monitor performance.
  • Foster a collaborative culture focused on continuous improvement and technical excellence.
Cross‑Functional Collaboration
  • Work closely with system, operations, facilities, and security teams to ensure alignment on projects and incident response.

Job Specification
Education Background

Bachelor’s degree in Information Technology, Computer Engineering, or equivalent.

Experience
  • Minimum 5 years of experience in network design, operations and maintenance, with at least 3 years in Internet Service Provider (ISP), Internet Exchange (IX), Internet Gateway, or Cloud Connect.
  • Familiarity with cloud‑native network architectures and modern network management tools.
  • Proven background managing Cisco, Juniper, or Arista platforms in carrier‑grade or data center environments.
  • Hands‑on experience with network monitoring tools such as MRTG, PRTG, SolarWinds, LibreNMS, or equivalent.
  • Exposure to network virtualization technologies, including Software‑Defined Networking (SDN) and Network Functions Virtualization (NFV).
  • Experience in managing IP resources, RaDB, APNIC.

  • Strong strategic planning and technical leadership capabilities, aligning network design and operations with business goals.
  • Excellent communication skills—both verbal and written—with the ability to convey technical concepts in a commercially tactful manner.

  • Technical Expertise: Extensive experience in network engineering, with a strong background in protocols like MPLS, BGP, OSPF, IS‑IS, TCP/IP, IPv4, IPv6, DNS, and DHCP. Experience with VxLAN, EVPN, and SDN technologies, and network security principles. Preferred CCNP/ CCIE or JNCIP JNCIE‑SP.

Skills & Knowledge
  • Proficient in developing and maintaining operational processes—including Standard Operating Procedures (SOP), Maintenance Operating Procedures (MOP), and Emergency Operating Procedures (EOP).
  • Skilled in defining policies and workflows that comply with ISO standards, IMDA codes of practice, and data center operation requirements.
  • Knowledge of compliance frameworks such as ISO27001, OSPAR, and PCI DSS.
