Key Objectives:
- To enforce safety compliance and promote safety awareness at the worksites, workshops and the Company’s premises.

Strategy and Direction
- Educates employees on safety, health and environmental improvement to emphasise preference for prevention of incidents over remedial measures.
- Constantly inculcates safety consciousness through various safety promotion programmes, publications, notices and award incentives.
- Promote a proactive reporting culture for observations, near misses and improvement opportunities across all operations.
Planning and Organising
- Familiarises with the requirements of the Factories Act and other legislation on safety, health and environmental control.
- Familiarises with the customers’ safety rules and practices, and safety expectations.
- Formalises safety policies, systems, practices and programmes for the Company’s operations and works areas to comply with regulatory and client requirements.
- Initiates monthly site safety committee meeting with management staff, site personnel, sub-contractors and other relevant parties to continuously review and improve safety effectiveness.
- Plans and organises safety programmes, e.g. campaigns, drills, training programmes (including site safety orientations), firefighting and first aid courses, talks, newsletters, etc. to inculcate safety awareness at all levels.
- Assist in the development, review and continual improvement of Risk Assessments, Safe Work Procedures and HSEQ management system documentation.
- Assist in developing and implementing annual safety objectives, campaigns and improvement initiatives.
- Participate in internal and external HSEQ audits and follow up on audit findings and corrective actions.
Coordination and Control
- Conduct regular workplace inspections and monitor corrective actions until full closure of identified findings.
- Review and verify Risk Assessments (RA), Safe Work Procedures (SWP), Method Statements (MS) and Permit-to-Work (PTW) documentation prior to work commencement. Monitor implementation and effectiveness of risk control measures at worksites and workshops.
- Coordinates and communicates safety requirements with all sub-contractors, ensuring that they support and comply with the safety requirements, including the use of PPE.
- Assist in conducting Toolbox Meeting before commencing work.
- Ensure that safety instructions are properly understood and complied by all employees; that these instructions are documented in the Safety Manual, and that a copy of which is kept by each site and is readily accessible to all employees.
- Conducts regular safety audit to ensure safety and housekeeping compliance, and to identify potential hazards so that any deficiencies in safety system can be rectified.
- Reports and investigates accidents, near misses and dangerous occurrences and initiates corrective and preventive actions to avoid future incidents.
- Develops safety standards for operating equipment’s and PPE, and ensures that they are inspected regularly for safety.
- Ensure that employees carry out licensed works, such as lifting, have acquired the necessary operational and safety training to authorise them for such works.
- Submit monthly safety record.
- Maintain all safety records for regulatory and client inspection.
Regulatory Compliance & Management Systems
- Assist in maintaining compliance with applicable Singapore WSH, environmental and client-specific requirements.
- Support maintenance of Altrad Singapore’s integrated management systems, including documentation and audits.
- Liaise with regulatory authorities, clients and certification bodies on HSEQ matters as required.
Qualifications / Experience
(Academic qualifications as well as experience)
Work Experience
- At least 5 years relevant experience in the same capacity, preferably in similar or related industries.
Educational Qualifications
- ‘O’ / ‘A’ / WSQ Advanced Certificate in Workplace Safety and Health (Level B) or professional qualification in health, safety and environment management preferred.
- Registered Workplace Safety and Health Coordinator (WSHC) preferred.
- Additional certifications such as Work-at-Height, Confined Space, Lifting Operations or First Aid will be advantageous.
Language Proficiency
- Preferably bilingual in English and Malay or Mandarin or Tamil.
