Job summary

ONE SEVEN CONSULTING PTE. LTD. seeks a tendering and costing professional to support marine project bids. You will review documents, prepare cost breakdowns, source supplier pricing and issue RFQs/RFPs to vendors for competitive submissions.

You will also consolidate costs, coordinate with internal stakeholders, ensure compliance and timely submissions, and assist with post-tender reviews and procurement activities as needed.

Qualifications

  • Degree or Diploma in Business, Engineering, or a related discipline.
  • At least 3 years of relevant marine industry experience in tendering, costing, estimation, or commercial support.
  • Experience in reviewing tender documents, preparing cost estimates, and sourcing supplier quotations is advantageous.
  • Strong numerical aptitude, commercial awareness and attention to detail for accurate cost estimation.
  • Excellent coordination, organizational and time-management skills to manage multiple tenders.
  • Good communication and interpersonal skills with clients, suppliers and internal stakeholders.
  • Proficient in Microsoft Office applications (Excel, Word, PowerPoint); knowledge of MS Project is a plus.
  • Willingness to travel to shipyards or overseas for meetings.

Responsibilities

  • Support the preparation and submission of tenders, quotations, and proposals for marine projects.
  • Review tender documents, client enquiries, technical specs, and general arrangement drawings to understand project requirements.
  • Prepare costing frameworks and detailed cost breakdowns based on project specifications (equipment, materials, labour, FX).
  • Source pricing and technical information from suppliers to support tender prep.
  • Prepare RFQs/RFPs to vendors, follow up on quotations, and coordinate clarifications.
  • Review and compare supplier quotations against tender specs for technical compliance and pricing.
  • Consolidate costing information and prepare detailed cost sheets for internal review and submission.
  • Coordinate with internal stakeholders for technical, commercial, and supporting documents for tender submissions.
  • Ensure tender documents are complete, compliant and submitted within deadlines.
  • Assist in tender review materials, cash flow projections, and basic risk assessments for critical equipment.
  • Conduct market research and gather industry intelligence on vessels, marine equipment, supplier pricing, and trends.
  • Maintain costing records, supplier quotations, and tender documentation for reference and benchmarking.
  • Liaise with clients, brokers, suppliers, and internal stakeholders to clarify requirements.
  • Provide support during contract discussions and negotiations as required.
  • Assist with procurement coordination and post-award administration including schedules, milestones and budget tracking.

Key Responsibilities

  • Coordinate with internal stakeholders to gather the necessary technical, commercial, and supporting documents for tender submissions.
  • Ensure tender documents are complete, accurate, compliant with submission requirements, and submitted within the stipulated deadlines.
  • Assist in preparing tender review materials, cash flow projections, and basic risk assessments for critical equipment and systems.
  • Conduct market research and gather industry intelligence on vessel types, marine equipment, supplier pricing, and market trends to support competitive tendering.
  • Maintain and update costing records, supplier quotations, and tender documentation for future reference and cost benchmarking.
  • Liaise with clients, brokers, suppliers, and internal stakeholders to clarify requirements and support the tendering process.
  • Provide support during contract discussions and negotiations, where required.
  • Assist with procurement coordination and post-award contract administration, including equipment delivery schedules, milestone payments, budget tracking, and project documentation.
  • Support post-tender reviews and project cost analysis to identify areas for improvement in future tender submissions.
Requirements
  • Degree or Diploma in Business, Engineering, or a related discipline.
  • At least 3 years of relevant experience in the marine industry, preferably in tendering, costing, estimation, or commercial support.
  • Experience in reviewing tender documents, preparing cost estimates, and sourcing supplier quotations will be an advantage.
  • Good numerical aptitude, commercial awareness, and attention to detail, with the ability to prepare accurate and competitive cost estimates.
  • Strong coordination, organizational, and time-management skills, with the ability to manage multiple tenders and deadlines.
  • Good communication and interpersonal skills, with the ability to liaise effectively with clients, suppliers, and internal stakeholders.
  • Proficient in Microsoft Office applications, particularly Excel, Word, and PowerPoint. Knowledge of Microsoft Project is an advantage.
  • Knowledge of contract terms, purchase agreements, or marine insurance terms will be an advantage.
  • Willingness to travel to shipyards or overseas for meetings when required.
