Job summary

GovTech, Singapore's centre of excellence for ICT and digital government, is seeking a highly motivated Programme Manager to lead and oversee complex technology programmes that drive digital transformation across the Singapore government. This role involves strategic planning, stakeholder management, and ensuring successful delivery of impactful government-wide initiatives.

Qualifications

• Bachelor's degree in Computer Science, Information Technology, Engineering, Business Administration, or a related field. A Master's degree is a plus.
• 8+ years of proven experience in programme management, with a strong track record of successfully delivering large-scale technology projects or programmes.
• Demonstrated experience in managing complex digital transformation initiatives within a government or public sector context is highly advantageous.
• Strong understanding of project management methodologies (e.g., Agile, Scrum, Waterfall) and relevant certifications (e.g., PMP, PRINCE2, SAFe) are preferred.
• Excellent leadership, communication, negotiation, and interpersonal skills, with the ability to influence and engage diverse stakeholders.
• Proven ability to manage budgets, resources, and timelines effectively.
• Strong analytical and problem-solving skills, with a keen eye for detail.
• Ability to thrive in a fast-paced, dynamic environment and manage multiple priorities concurrently.
• Familiarity with government procurement processes and regulatory frameworks is a plus.

• Identify, assess, and mitigate programme risks and issues, developing effective contingency plans.
• Monitor and report on programme progress, performance, and key metrics to senior management and relevant stakeholders.
• Ensure adherence to government policies, standards, and best practices in programme management and technology delivery.
• Drive continuous improvement in programme management processes and methodologies.
• Champion innovation and the adoption of emerging technologies within assigned programmes.
