Job summary

GovTech in Singapore seeks an experienced Programme Manager to own a portfolio of interdependent smart-city initiatives, driving end-to-end strategy, risk management, and operational oversight. You will bridge engineering with multi-workstream governance and stakeholder leadership for measurable impact.

You will translate high-level policy into scalable programmes, interfacing with senior leaders, contractors, and public partners to deliver value and excellence across portfolios.

Qualifications

• Proven ability to own and govern complex, multi-workstream technology portfolios.
• Strong stakeholder engagement and executive communications.
• Ability to translate policy goals into actionable roadmaps.
• Experience driving delivery and portfolio optimization.

Responsibilities

• Take full accountability for a portfolio of interdependent initiatives from concept to delivery.
• Translate policy goals into strategic roadmaps and system requirements specifications.
• Oversee governance, risk management, and vendor/contractor coordination across multiple streams.
• Provide leadership, mentorship, and capability building for workstream leads and teams.
