Job summary

MSF seeks a Manager/Senior Manager in the HR Policy & Planning team to develop, refine and implement HR policies and frameworks across the ministry. You will lead data-driven workforce insights and strategic planning to build a sustainable talent pipeline.

You will advise senior leaders, coordinate cross‑divisional input, and support MSF’s workforce transformation initiatives with strong analytics and stakeholder collaboration.

Qualifications

• Tertiary qualifications in Human Resources, Business Administration, or related discipline.
• Preferably 4+ years in manpower planning or strategic HRBP role.
• Proficient with Microsoft Office and data analytics tools.

Responsibilities

• Develop, review and implement HR policies and strategies.
• Lead rollout of new/ revised HR policies with change management.
• Provide expert policy advice to senior management.
• Support projects, committees and secretariat tasks.
• Oversee workforce data, dashboards and trend analyses.
