Job summary

Singapore Health Services Pte Ltd (SingHealth HQ) is seeking aSenior HR leader to shape workforce and human capital strategies across 38,000 staff. The role reports to the Deputy Group Chief HR Officer and focuses on policy, planning, employee relations and governance across SingHealth.

You will drive workforce analytics, HR policy development and organisational readiness, leading a team to deliver strategic initiatives and robust governance across hospitals, national centres and polyclinics.

Qualifications

• Bachelor's Degree in any discipline.
• 15+ years of relevant experience in workforce planning or HR policy in large organisations.
• Experience in government/public sector organisations is advantageous.
• Healthcare experience preferred.
• Strong strategic thinking and problem-solving abilities.
• Excellent communication and stakeholder management skills.
• Proven leadership and ability to influence senior stakeholders.

Responsibilities

• Lead and oversee Cluster-wide workforce planning, manpower analytics and organisational planning initiatives to support strategic decision-making and meet long-term healthcare manpower needs.
• Drive the Cluster’s strategic HR planning, including annual workplans, budgets, performance reporting and key workforce metrics.
• Lead the development, review and maintenance of the Cluster’s HR policies.
• Lead and advise on employee relations matters, including disciplinary and whistle‑blowing frameworks, investigations and governance processes.
• Strengthen organisational capability through training, competency‑building and continuous improvement initiatives.
• Oversee HR-related enterprise risk management, data governance and contingency planning.
• Lead, develop and mentor a high‑performing team.
