Job summary

Singapore National Employers Federation is seeking an experienced HR leader to drive strategic HR planning and oversee core HR operations in Singapore. The role focuses on workforce budgeting, policy development, and ensuring compliance with employment laws while advising senior management.

The ideal candidate has extensive HR leadership experience, strong stakeholder management and a track record of building talent pipelines and effective employee relations.

Qualifications

• A recognised Bachelor's degree in Human Resources, Business Administration, Management, Psychology or a related discipline.
• IHRP certification is preferred, with IHRP‑SP certification preferred for the Director position.
• At least 12 years of relevant HR experience, with 15 years or more preferred for the Director position.
• Strong knowledge of Singapore employment legislation and HR practices.
• Strong leadership, communication and stakeholder management skills, with the ability to work with senior management and employees at all levels.
• High level of integrity, discretion, sound judgement and professionalism in handling confidential HR matters.

Responsibilities

• Develop and drive HR strategies, policies and initiatives aligned with organisational objectives.
• Lead manpower planning, workforce budgeting and cost management for effective deployment of resources.
• Oversee recruitment, onboarding, payroll, benefits, engagement and offboarding.
• Ensure HR policies comply with employment laws and best practices.
• Partner with stakeholders and provide advice on people-related issues.
• Provide HR support to management committees and implement HR initiatives.
• Develop and review performance management frameworks and compensation processes.
• Oversee annual performance appraisals and compensation reviews.
• Oversee learning and development needs and programmes.
• Drive career development, talent management and succession planning.
• Provide guidance on employee relations, grievances and conflict resolution.
• Develop and implement employee engagement initiatives.
• Oversee administration and facilities management and vendor relationships.
