Job summary

UARROW PTE. LTD. in Singapore seeks an accomplished IT Project Manager to lead enterprise Data Engineering and Banking technology initiatives. The role focuses on end-to-end delivery, strategic leadership, and strong stakeholder engagement across cross-functional teams.

You will manage budgets and risk, mentor junior PMs, and ensure governance and regulatory compliance while partnering with data architects and business leaders to define roadmaps and delivery schedules.

Qualifications

• 8+ years in IT project management delivering large-scale Data Engineering solutions.
• Deep Banking/Financial Services domain knowledge (Core Banking, Risk, Regulatory Reporting).
• Expert in Agile (Scrum/Kanban), SAFe, and Waterfall project management methodologies.
• Tools: Jira, Confluence, MS Project, Advanced Excel, Power BI/Tableau.
• Certifications: PMP, PMI-ACP, SAFe Agilist, or CSM.

Description

• End-to-End Project Delivery: Manage project scopes, timelines, budgets, and resource allocation for enterprise-level Data Engineering and Banking technology initiatives.
• Technical & Strategic Leadership: Collaborate closely with Data Architects, Data Engineers, and Business Leaders to define project roadmaps, solution architecture strategies, and delivery schedules.
• Stakeholder Management: Act as the primary liaison between executive business sponsors, technology partners, and third-party vendors.
• Risk & Issue Management: Proactively identify, assess, and mitigate technical, financial, and operational risks across data initiatives.
• Regulatory & Compliance Oversight: Ensure project outputs conform to strict banking regulations, data privacy laws (e.g., GDPR, local central bank guidelines), and data governance standards.
• Financial Accountability: Own the overall project budget, profit & loss (P&L), financial forecasting, and resource budgeting.
• Team Leadership & Mentorship: Lead cross-functional Agile/Scrum teams, conduct retrospectives, and mentor junior PMs and PMO team members.

Requirements

• Experience: 8+ years in IT project management, with a strong focus on delivering large-scale Data Engineering solutions (e.g., Data Warehousing, Big Data, Cloud Data Lakes, Snowflake, Databricks, ETL/ELT).
• Domain Expertise: Deep domain knowledge in Banking / Financial Services (e.g., Core Banking, Risk Management, Regulatory Reporting, Wealth Management, or Payments).
• Methodologies: Expert knowledge of Agile (Scrum/Kanban), SAFe, and traditional Waterfall project management methodologies.
• Tools: Expert in Jira, Confluence, MS Project, Advanced Excel, and BI tools (Power BI / Tableau).
• Certifications (Required/Highly Preferred): PMP, PMI-ACP, SAFe Agilist, or Certified ScrumMaster (CSM).
