Job summary

National Council of Social Service (NCSS) in Singapore seeks a capable Programme Manager to lead service strategy implementation and programme management across social services. You will engage with government agencies, SSAs and stakeholders to drive collaborative strategies and monitor impact indicators.

The role requires strong communication, organisational skills and the ability to work independently in a dynamic, multi-stakeholder environment.

Qualifications

• Relevant experience with social services, and/or with grant management.
• Knowledge of public service grant management and funding practices will be an added advantage

Responsibilities

• Oversee Service Strategy Implementation: Analyse landscape, engage stakeholders, and identify needs and gaps; partner with SSAs, government agencies and stakeholders to develop strategies; ensure alignment with objectives; drive collaborations for innovative solutions.
• Programme Management and Evaluation: Oversee funding proposal assessments; grow person-centred, resource-efficient solutions; set and monitor indicators; manage budgetary operations and funding disbursements; train and guide officers; collate reports; manage data systems and real-time monitoring.
• Grant management: Manage policies, grant design, eligibility and assessment criteria; coordinate application and assessment phases; manage disbursements and budget utilisation; maintain standard operating procedures and streamline processes.
