Senior Service Design Manager – Public Digital Systems

Job summary

Land Transport Authority (LTA) in Singapore seeks a capable Service Design Manager to optimise workflows and translate policies, processes and data models into effective enterprise system designs for land transport operations and enforcement.

You will partner with product managers, designers, engineers and policy owners to map service journeys, build blueprints and ensure designs are technically feasible, secure and scalable in agile delivery for public-facing and enterprise services.

Qualifications

• 10+ years of experience in digital product design, service design or enterprise system development, preferably leading complex initiatives.
• Experience in business process re-engineering or workflow optimisation is advantageous.
• Familiarity with low-code/no-code platforms and government enterprise applications is a plus.
• Strong analytical and problem-solving skills with ability to explain technical concepts to varied stakeholders.
• Collaborative mindset with experience in agile cross-functional teams.

Responsibilities

• Map, analyse and optimise complex workflows across departments and agencies, including high-stakes operational logic, data dependencies and exception handling.
• Develop detailed service blueprints, data models and logic flows balancing system capabilities, security and policy considerations.
• Translate service blueprints into robust, scalable system mechanisms for enterprise and public-facing users.
• Partner with Product Managers, System Engineers, policy owners and stakeholders to ensure designs are feasible and aligned with business outcomes.
• Lead and guide business analysts and data engineers, establishing methodologies to validate workflow design and rules.
