Senior Procurement Lead, Development Projects

Job summary

GovTech is seeking a Senior Manager (Procurement – Development Projects) to lead end-to-end procurement for development contracts, from tender specs to award, aligned with Singapore government policies and PA governance.

You will guide project teams on procurement approaches, maintain audit-ready documentation, and contribute data to cost databases while driving process improvements and governance excellence.

Qualifications

• Must have minimum 5 years in infrastructure/building procurement.
• Hands-on procurement for development projects including tendering and contract awards.
• Experience in government context and familiarity with BCA frameworks (PQM/QFM), GeBIZ and GIM is a plus.
• Experience with dispute resolution mechanisms such as adjudication or mediation.
• Knowledge of standard contract forms (e.g. PSSCOC) and contract law is desirable.

Responsibilities

• Execute procurement exercises for development projects across the full pre-award cycle in line with policies and governance.
• Prepare and review procurement docs, specs, evaluation methodologies, and tender documents.
• Provide procurement guidance on approaches, approvals, and specification requirements for development contracts.
• Establish and enforce procurement documentation standards to ensure audit readiness and proper filing.
• Engage stakeholders and contracting parties, documenting PA positions throughout the process.
• Contribute project cost data inputs to the construction cost database for benchmarking and planning.
• Identify opportunities to streamline procurement workflows and strengthen governance using technology.
