Job summary

sggovterp is hiring a Senior Manager (Procurement - Development Projects) in Singapore to oversee end-to-end procurement for development contracts, ensuring alignment with government policies and internal governance. The role safeguards PA’s financial interests and supports timely delivery of community spaces.

The successful candidate will manage pre-award to contract award, guide project teams on procurement approaches, and maintain audit-ready documentation across all tender activities.

Qualifications

• Must have 5+ years in infrastructure/building procurement.
• Experience managing development-project procurement, including tenders and awards.
• Knowledge of government procurement policies and related frameworks.

Responsibilities

• Lead end-to-end procurement for development projects from pre-award to contract award.
• Prepare and review specifications, evaluation methods, and tender documents to ensure legal soundness and governance alignment.
• Provide procurement guidance on approaches, approvals, and requirements for development contracts.
• Enforce documentation standards to keep tender correspondence, approvals, evaluation records, and contracts audit-ready.
• Engage stakeholders and contracting parties, documenting PA positions clearly throughout the process.
• Contribute cost data to the construction cost database and support benchmarking.
• Drive process improvements to streamline workflows and strengthen governance.
