Job summary

The People’s Association seeks an experienced procurement professional to support end-to-end processes for development project contracts in Singapore. You will prepare specifications, evaluate tenders, and ensure compliance with Government Instruction Manual and PA governance standards.

You will advise project teams on procurement approaches, maintain audit-ready documentation, and collaborate with stakeholders to improve workflows and cost data accuracy.

Qualifications

• Minimum 5 years working experience in the infrastructure/building field.
• Hands-on experience managing procurement for development projects, including tendering and award of contracts.
• Familiarity with GeBIZ and Government Instruction Manual; BCA procurement frameworks PQM and QFM.
• Strong governance, documentation, and audit readiness.

Responsibilities

• Execute procurement exercises for assigned development projects across the full pre-award cycle, including consultancy, construction, and pre-development services.
• Prepare and review procurement documentation: specifications, evaluation methodologies, and tender documents.
• Provide procurement guidance on approaches, approvals, and specification requirements for development contracts.
• Establish and enforce procurement documentation standards to ensure audit readiness.
• Engage stakeholders and contracting parties, ensuring PA positions are documented throughout the process.
• Contribute to cost intelligence by providing project cost data to the construction cost database.
• Support process improvement initiatives to streamline procurement workflows and leverage technology.
