Job summary

People's Association in Singapore is seeking a Senior Manager (Procurement – Development Projects) to lead end-to-end procurement for development contracts, from specifications to award, aligned with government policies and PA governance. You will safeguard PA's interests while ensuring timely delivery of community spaces.

Working with project teams and the Assistant Director, you will manage day-to-day procurement matters, maintain audit-ready documentation, and contribute to cost benchmarking

Qualifications

• Minimum 5 years in infrastructure/building procurement.
• Hands-on procurement management for development projects, tendering and contract awards.
• Experience with government procurement policies and frameworks (PQM, QFM) and GeBIZ.
• Strong governance, documentation, and audit readiness.

Responsibilities

• Execute procurement exercises for assigned development projects across the full pre-award cycle in line with government policies and PA governance.
• Prepare and review procurement documentation, including specs, evaluation methodologies, and tender documents.
• Provide procurement guidance to project teams on approaches, approvals and specification requirements.
• Establish and enforce procurement documentation standards and maintain audit-ready records.
• Engage stakeholders and contracting parties, ensuring PA positions are documented.
• Contribute to cost intelligence by inputting project data into cost databases.
• Support process improvement to strengthen governance, controls, and digitalisation.
