Job summary

GovTech in Singapore seeks an Associate/Assistant Director, Procurement on a 2-year contract to drive procurement strategies, ensure policy compliance and manage sourcing from tender to award.

The role involves coordinating with internal stakeholders and suppliers, refining processes, maintaining procurement records and supporting evaluations and approvals.

Qualifications

• Service-oriented, meticulous and resourceful
• Analytical and well-organised with attention to detail
• Strong interpersonal, written and verbal communication
• Able to coordinate multiple tasks and maintain records
• Comfortable with data, trackers and basic analysis for reporting
• Procurement experience preferred; willingness to learn
• Experience in government procurement or data management is a plus

Responsibilities

• Support and advise stakeholders on procurement approaches and requirements, and ensure compliance with procurement policies and procedures
• Liaise with internal stakeholders and suppliers to facilitate sourcing outcomes (e.g., quotations/tenders and clarifications)
• Review work processes and recommend improvements to enhance efficiency and effectiveness (e.g., templates, trackers and standard operating procedures)
• Coordinate procurement documentation and records to ensure completeness and proper record-keeping (e.g., approval records and supporting procurement documentation)
• Support procurement processes from sourcing to award, including coordinating evaluations, internal clearances and submission write-ups
• Support other team initiatives (policy/process reviews, knowledge management and business continuity) as needed
