Job summary

SJ Group in Singapore seeks a Senior Planning Engineer to lead the preparation, review and management of project programmes across tender, design consultancy and construction stages, using Primavera P6 and MS Project. You will provide direct client-facing planning support and oversee progress reporting.

You will coordinate with design, construction and contract administration teams, perform delay and EOT assessments, identify schedule risks and produce timely recommendations.

Job description

The Senior Planning Engineer will lead the preparation, review and management of project programmes across tender, design consultancy and construction stages. The role will provide direct client-facing planning support, oversee progress and productivity reporting, and undertake delay and EOT assessments supported by contemporaneous records and the applicable contract. The position will also coordinate and review work undertaken by other planning resources and support the continued development of the planning team.

Responsibilities

• Lead the preparation, review and updating of project programmes for tender, design consultancy and construction stages using Primavera P6 and MS Project.
• Develop programme strategies, sequencing logic, interfaces, resource and productivity assumptions, and multiple 'what-if' scenarios to assess potential changes and their impacts.
• Ensure programmes, updates and supporting narratives comply with contractual, procedural and client requirements.
• Lead programme review meetings and present planning matters, risks, mitigation measures and forecast outcomes directly to clients and project stakeholders.
• Review and challenge contractor programmes, progress updates, recovery programmes and time-related submissions, and provide clear recommendations to the project team.
• Lead monthly progress and productivity reviews, including volume-based forecasting and benchmarking where applicable.
• Identify schedule risks, critical and near-critical paths, emerging delays and record gaps, and provide timely early warnings and recommended actions.
• Coordinate with design, construction and contract administration teams to align programmes with project objectives, deliverables and contractual obligations.
• Undertake delay and EOT assessments using appropriate methodologies, including time impact and windows analysis, and assess causation, critical-path impact, concurrency and mitigation.
• Prepare and review programme-related contractual correspondence, EOT assessment reports and responses to contractor claims, with reference to the contract and contemporaneous records.
• Maintain organised and defensible schedule-related records to support claims assessment and dispute avoidance.
• Plan, allocate and review work undertaken by planning engineers, including overseas resources, and provide coaching and technical guidance.

Support internal programme governance by promoting consistent scheduling, reporting and delay-analysis practices across projects.

Requirements

• Degree in Civil Engineering, Construction Management or a related discipline.
• 7-10 years of relevant experience in planning, scheduling or project controls, preferably in marine, coastal, reclamation or major infrastructure projects.
• Advanced proficiency in Primavera P6 and MS Project, including programme logic review, critical-path analysis, baselining, updating and scenario modelling.
• Demonstrated experience in independently preparing and reviewing tender, design consultancy and construction programmes.
• Practical experience in delay analysis and EOT assessment, including time impact analysis and windows analysis; exposure to other recognised forensic delay methodologies is an advantage.
• Strong understanding of construction contracts and claims principles, including causation, critical-path impact, concurrency, mitigation and record requirements.
• Knowledge of PSSCOC and/or other standard forms of contract used in Singapore; FIDIC experience is an advantage.
• Strong written communication skills, with experience preparing contractual correspondence, programme review comments and formal assessment reports.
• Confident client-facing communication and presentation skills, with the ability to explain complex programme and delay matters clearly.
• Experience coordinating or supervising planners and reviewing the quality of planning deliverables.
• Experience in progress measurement, volume-based productivity tracking and forecasting; knowledge of AutoCAD Civil 3D is an advantage.
• Strong organisational, analytical and stakeholder-management skills, with the ability to manage multiple project priorities independently.
• Familiarity with coastal and reclamation works is desirable.
