The Planning Engineer is responsible for supporting the preparation, review, and submission of project schedules and planning documentation during the tender stage. The role ensures that project programmes are realistic, comprehensive, and aligned with project requirements, client expectations, and company objectives.
Key Roles & Responsibilities
Tender Programme Development
- Prepare tender master programmes in accordance with tender requirements and contract conditions
- To develop optimise detailed master programme, Key milestone schedules and Phasing and sequencing diagrams and ensure logic, durations, and constraints reflect in proposed construction methodology.
- Define realistic activity durations with supported Productivity rates, Manpower and Resource Planning, Plant and Equipment Deployment Strategies and Site constraints.
Construction Methodology & Sequencing
- Work closely with the BD Director, Tender Director, Construction Team Project Director/Project Manager to develop and validate workable detailed schedules, construction methods and work sequences, detailed manpower and resource planning, detailed plant and equipment deployment that support successful project delivery.
- Present the develop and validate planning proposals etc to Management for review and approval.
Interface with Tender & Commercial Teams
- Coordinate closely with Tender Director, Tender Manager, QS / Estimating team, M&E and procurement teams
- To ensure alignment between Programme durations, Cost assumptions and Procurement lead times.
- Highlight planning risks that may impact cost, programme, or contractual obligations.
Programme Risk & Feasibility Review
- Identify critical path activities and schedule risks.
- To assess the unrealistic durations, tight interfaces and long-lead procurement risks
- Propose mitigation measures and recovery strategies during tender stage.
Contract & Tender Compliance
- Review tender documents related to planning requirements, including Contract completion dates, Key Milestone requirements, Liquidated damages implications etc
- Ensure programmes comply with Tender instructions and Contract planning etc
- Support tender clarifications on planning-related matters.
Tender Submission Support
- Prepare planning deliverables required for submission, including Programme reports, Programme summaries, Key milestone charts, Resources Planning Chart
- Ensure planning documents are clearly presented, properly formatted for submission within tender timelines
- Support tender interviews and presentations on planning methodology where required.
Post-Award Planning Support
- Responsible for post-award handover of tender planning information including Tender master programme and detailed schedules, productivity and resource assumptions, key milestones and critical path logic, identified risks, constraints, and mitigation measures for ensuring all information transferred to the project team for review and execution for alignment with project delivery requirements.
- Assist in reviewing awarded programme against tender baseline if required.
Other Responsibilities
- Perform any other ad-hoc duties assigned by management.
Requirements & Qualifications
- Degree in Civil Engineering, Construction Management, or related discipline.
- Minimum 2-4 years of experience in construction planning, preferably in tender or pre-contract planning.
- Knowledge of construction methods, project scheduling, and tendering processes.
- Proficient in planning software such as Primavera P6, MS Project, or Asta Powerproject.
- Familiarity with Singapore BCA standards and statutory requirements is an advantage.
