Responsibilities

  • Programme Development & Planning: Prepare tender, baseline, recovery and revised programmes using Primavera P6; develop WBS, activity sequencing, logic links, calendars, milestones and critical paths; translate construction methodology into practical project programmes; ensure alignment with contractual milestones.
  • Project Planning & Coordination: Incorporate design development, authority approvals, utility works, traffic management, site access, temporary works, procurement, construction, testing and handover into programmes; coordinate planning information with project teams and stakeholders; work with construction, design, procurement and commercial teams.
  • Progress Monitoring & Programme Control: Regularly update programmes; monitor planned vs actual progress; identify delays and impacts; analyse critical paths and float; prepare look-ahead schedules; identify risks and mitigation.
  • Programme Reporting: Prepare weekly/monthly planning reports, progress updates, S-curves, milestone reports and dashboards; provide manpower and productivity analyses when required; support decision-making.
  • Delay & Contractual Support: Maintain programme records for delay assessments; assess impacts from design changes and approvals; support delay analysis; collaborate with commercial teams.
  • Tender Planning Support: Prepare tender programmes; review tender docs; develop sequences, durations and milestones; identify risks and constraints; assist tender submissions.
  • Planning Improvement: Review subcontractor programmes; maintain templates and standards; contribute to improving planning practices.

Planning Engineer
Job Summary

We are looking for a Planning Engineer to support the planning, monitoring and control of civil engineering and infrastructure projects in Singapore.

The role covers both tender planning and project execution, including programme development, progress monitoring, critical path analysis, delay identification and programme reporting.

The successful candidate should have a good understanding of construction planning and sequencing for civil engineering projects and be proficient in Primavera P6.

Key Responsibilities

1. Programme Development & Planning

  • Prepare and develop tender, baseline, recovery and revised programmes using Primavera P6.

  • Develop Work Breakdown Structures (WBS), activity sequencing, logic links, calendars, milestones and critical paths.

  • Translate construction methodology, design, procurement, authority requirements and site activities into practical project programmes.

  • Ensure programmes are aligned with contractual milestones, project interfaces and completion requirements.

  • Support construction staging, phasing and sequencing for civil engineering and infrastructure works.

2. Project Planning & Coordination

  • Incorporate key project activities such as design development, authority approvals, utility works, traffic management, site access, temporary works, procurement, construction, testing and handover into project programmes.

  • Coordinate planning information with project teams, consultants, subcontractors and relevant stakeholders.

  • Work closely with construction, design, procurement and commercial teams to ensure programme information is accurate and achievable.

3. Progress Monitoring & Programme Control

  • Regularly update project programmes based on actual site progress.

  • Monitor planned versus actual progress and identify delays, programme deviations and potential impacts.

  • Analyse critical paths, float and key programme constraints.

  • Prepare look-ahead programmes and short-term planning schedules.

  • Identify programme risks and recommend appropriate mitigation or recovery measures.

4. Programme Reporting

  • Prepare weekly and monthly planning reports, progress updates, S-curves, milestone reports and programme dashboards.

  • Prepare manpower and productivity analyses and progress forecasts where required.

  • Provide programme analysis and planning information to Project Managers and management for decision-making.

  • Assist in evaluating alternative construction sequences, acceleration measures and resource requirements.

5. Delay & Contractual Support

  • Maintain programme records and supporting information for delay and Extension of Time (EOT) assessments.

  • Assist in assessing programme impacts arising from design changes, authority approvals, site access, utility interfaces, variations and other project events.

  • Support programme impact assessments and delay analysis where required.

  • Work with commercial and contract teams to maintain proper programme records for contractual and claims purposes.

6. Tender Planning Support

  • Prepare tender programmes for civil engineering and infrastructure projects.

  • Review tender documents, construction requirements and contractual milestones.

  • Develop practical construction sequences, activity durations and key milestones.

  • Identify programme risks, interfaces and constraints during tender preparation.

  • Support programme-related tender submissions and methodology planning.

7. Planning Improvement

  • Review subcontractor programmes and assess their alignment with the overall project programme.

  • Maintain planning templates, reporting formats and programme standards.

  • Contribute to improving planning and programme management practices across projects.

Job Requirements

Education

  • Degree or Diploma in Civil Engineering, Construction Management, Building, Project Management or a related discipline.

  • Relevant qualifications in planning, project controls or project management will be an advantage.

Experience

  • Relevant experience in planning or programme management within civil engineering, infrastructure or construction projects.

  • Experience working on civil engineering or infrastructure projects in Singapore will be an advantage.

  • Experience in projects such as MRT, rail, tunnels, underground structures, roads, bridges, utilities, water infrastructure or other major civil works will be an advantage.

  • Experience in both tender planning and project execution planning is preferred.

Technical Skills

  • Proficient in Oracle Primavera P6, including:

    • Programme development and WBS;

    • Activity sequencing and logic relationships;

    • Baseline development and programme updating;

    • Critical Path Method (CPM) analysis;

    • Float and delay analysis;

    • Progress measurement and forecasting;

    • Programme comparison and variance analysis.

  • Proficient in Microsoft Excel and PowerPoint.

  • Knowledge of Microsoft Project, Power BI or other planning and data visualisation tools will be an advantage.

  • Able to understand construction drawings, methodology and construction sequences.

  • Good understanding of construction productivity, resource requirements and activity duration estimation.

Knowledge

  • Understanding of civil engineering project planning and construction processes in Singapore.

  • Familiarity with design coordination, authority approvals, utility coordination, temporary works, construction, testing and handover.

  • Understanding of construction contracts and programme-related contractual requirements.

  • Knowledge of delay analysis and EOT principles will be an advantage.

  • Experience with public-sector infrastructure projects will be an advantage.
