Job summary

WORKFORCE SINGAPORE AGENCY is seeking an experienced Programme Manager within the Workforce Outreach Division to design, deliver and continuously improve outreach programmes and digital platforms that serve diverse workforce segments in Singapore.

The role requires driving programme management, funding governance and performance monitoring while coordinating digital platform enhancements across both physical and digital touchpoints.

Qualifications

• At least 5 years of programme management/digital transformation experience.
• Experience managing vendors, budgets and concurrent projects.
• Experience analysing data and preparing reports to support decisions.
• Experience with digital platforms, user experience or customer service initiatives a plus.
• Candidates with strong relevant experience may be considered.

Responsibilities

• Drive programme management for funding administration, governance and performance monitoring.
• Support review, scoping and implementation of digital platform enhancements.
• Gather business requirements, coordinate with users and vendors, manage delivery of digital initiatives.
• Monitor platform performance, user feedback and operational metrics; recommend improvements.
• Support vendor management activities including project tracking and contract deliverables.
• Design and implement enhancements to user journeys across touchpoints to improve UX.
• Develop and pilot engagement strategies across diverse workforce segments.
• Conceptualise and implement novel solutions to support career health and journey.
• Evaluate project outcomes and refine based on participation data and user insights.
• Coordinate with internal teams to ensure integrated delivery across platforms and programmes.
