Job summary

Land Transport Authority in Singapore seeks a Senior Manager for Transit Operator Performance Management to lead audits of O&M processes, manage contractual matters, and engage with senior stakeholders to enhance rail service reliability.

The role requires extensive rail industry experience, proven leadership, and strong analytical and communication skills. You will drive policy development and framework improvements within TOPM.

Qualifications

• Engineering or related discipline is required.
• 8+ years of relevant rail industry experience, preferably in O&M or design.
• Proven leadership experience leading and developing a team.
• Strong strategic thinking and analytical skills for complex issues.
• Excellent stakeholder management with government agencies, operators and partners.
• Proficient in MS Office; knowledge of data visualization/analytics or RPA is an advantage.
• Familiarity with local railway regulations, codes and standards is a plus.
• Good written and oral communication and presentation skills.

Responsibilities

• Lead and mentor a team of officers to audit O&M processes across rail systems and ensure compliance with procedures and contracts.
• Provide strategic oversight on contractual matters, budgets, variations/claims, and incident investigations for timely resolution.
• Engage senior stakeholders on design reviews, system interfaces, testing and commissioning, emergency exercises and policy matters.
• Develop and refine frameworks, policies, and processes to improve rail service reliability and division performance.
