Job summary

The Public Service Division seeks a Senior Manager (Special Project) to provide governance oversight and coordinate operations across the Chinatown AACs and Jalan Besar AAC. You will design governance frameworks, ensure compliance with financial rules, and support the outsourcing transition while safeguarding service continuity.

Qualifications

• Minimum 3 years of experience in procurement and contract management, or governance and compliance.
• At least 3 years of supervisory experience with accountability for operational oversight.
• Experience in stakeholder engagement and multi-agency coordination.

Responsibilities

• Establish governance frameworks across the three Chinatown AACs and Jalan Besar AAC, ensuring compliance with rules and regulations.
• Coordinate with HQ divisions on policy implementation, audit clearance, and approvals for external agency agreements.
• Oversee financial controls, expenditure management, and budget monitoring across centres.
• Oversee procurement and revenue contracting processes in line with internal policies.
• Develop systems to track KPIs, analyse performance, and report outcomes to PA management.
• Drive outreach to recruit and engage elderly residents and strengthen stakeholder partnerships.
• Coordinate governance, finance, and compliance training for AAC staff.
• Lead the transition to a corporate outsourcing model and plan for transfer of operations back to AIC.
