Job summary

PAS People's Association in Singapore seeks a Senior Manager (Special Project) to provide governance oversight and coordinate operations across Chinatown Active Ageing Centres and Jalan Besar AAC. You will lead the development of governance structures, manage outsourcing transitions, and ensure service continuity while transferring operations back to AIC.

The role requires collaboration with internal teams and external partners to deliver performance outcomes and strengthen community services

Qualifications

• Minimum 3 years in procurement and contract management, or governance and compliance.
• At least 3 years of supervisory experience with accountability for delivery.
• Experience in stakeholder engagement and multi-agency coordination.

Responsibilities

• Establish and maintain governance frameworks across 3 Chinatown AACs and Jalan Besar AAC.
• Oversee financial controls, procurement and revenue contracting.
• Develop and maintain KPI tracking and timely reporting to PA management.
• Drive outreach to engage elderly residents and coordinate partnerships.
• Coordinate governance, finance, and compliance training for AAC staff.
• Lead transition to corporate outsourcing and transfer of operations back to AIC.
