Job summary

Heartbeat@Bedok is seeking a Senior Manager (Facilities Management) to support the General Manager in day-to-day facilities operations, maintenance, and governance of the hub’s infrastructure. You will collaborate with the ICH FM team to ensure safety, reliability, and community readiness across contracts and budgets.

This role requires a professional qualification in Building/MEP/FM, at least 3 years in facilities or estate management, and strong planning, vendor, and reporting skills to keep

What the role is

The Senior Manager (Facilities Management) at Heartbeat@Bedok supports the General Manager in overseeing the day-to-day facilities management, maintenance, and operations of the hub to ensure that its physical infrastructure remains safe, well-maintained, and fit for community use. The role works closely with the ICH Facilities Management team to uphold governance standards across contracts, budgets, and maintenance programmes, contributing to PA's mission of creating vibrant, inclusive community spaces that bring residents together.

What you will be working on

• Oversee day-to-day facilities management operations at Heartbeat@Bedok, ensuring that all physical infrastructure and facilities are maintained in a safe, functional, and community-ready condition.
• Manage IFM contracts in coordination with the ICH FM Management Team, ensuring robust contract governance, timely follow-up on variations, and proper documentation in compliance with procurement and financial procedures.
• Manage both head and sub tenancies renewals in coordination with Singapore Land Authority (SLA) and HBB Co-located Partners (CLPs).
• Prepare, monitor, and review operating and capital expenditure budgets, including Maintenance and Sinking Funds, to ensure prudent and compliant use of resources.
• Plan, implement, and review facilities maintenance programmes and standards in accordance with regulatory requirements and industry best practices, covering preventive, corrective, and cyclical maintenance.
• Facilitate Work Requests, Additions and Alterations works, improvement works, and Cyclical Maintenance Programmes to support the operational needs of the hub and its co-locating partners.
• Oversee the fitting-out and reinstatement of tenanted areas, ensuring tenants comply with management's stipulated requirements and that handovers are properly managed.
• Prepare and submit timely reports - including building users' feedback, incident reports, and updates to Advisers, IPOGs, Advisory Committees, and Asset and Facilities Management committees - to support informed decision-making by senior management and stakeholders.

What we are looking for

Professional Qualification: Professional certification in Building, Mechanical or Electrical Engineering, Estate Management, Facility Management, or a related field.

Experience: Minimum 3 years of relevant experience in facilities or estate management; at least 5 years of experience managing a commercial complex, sports facility, or retail mall facilities management department is preferred.

Skills:

• Knowledge of contract administration, architectural design, and building services (M&E)
• Ability to read and interpret building plans and M&E drawings
• Proficiency in Microsoft Office applications
• Good interpersonal, communication, and organisational skills
• Positive, proactive attitude with strong attention to detail
