Job summary

Changi General Hospital seeks a Senior Facilities & Engineering Manager to lead FM, Civil, Building, Electrical and Mechanical operations across the campus, ensuring reliable asset performance and safety compliance.

You will drive project management, digital transformation, testing and commissioning of major infrastructure, while mentoring a multidisciplinary team and aligning with MOH guidelines and hospital objectives.

Qualifications

• Bachelor’s degree in Mechanical / Electrical / Electronics / Building Engineering or relevant discipline.
• Eight years in a supervisory role managing maintenance, project and development for a large establishment or hospitality facility (1200 beds min).
• Strong leadership qualities, highly motivated with excellent interpersonal skills.
• Good knowledge of regulatory standards and Code of Practices.
• Project management and software drafting skills (AutoCAD, BIM).
• Experience leading technology implementation projects and cross-functional teams.

Responsibilities

• Provide strategic oversight on FM, Civil, Building, Electrical, Air Conditioning & Mechanical, Electronics, Quality Management and Workplace Safety areas.
• Act as consultant, project manager, development manager or executor for infrastructural projects.
• Provide advisory services requiring technical domain knowledge for FM, Civil, Building, Electrical, A&C & Mechanical, Electronics, Quality Management and Safety.
• Organise and implement measures to align practices with MOH and cluster objectives.
• Drive quality improvement initiatives and share technological know-how for asset management.
• Oversee harmonised KPIs for FME operational standards and resilience.
• Oversee testing, commissioning, site inspections and handover of projects as maintenance custodian.
• Drive digital transformation: identify and govern smart tech, data analytics, automation, AI and innovative solutions to boost efficiency and sustainability.
• Any other duties as assigned.

Job description

You will support and advise the HOD in the overall operational management, leadership and oversight for the performance and outcome of the department. This involves preparation of both long and short-term strategic vision and meticulous planning to ensure not only the continuous and uninterrupted operations of buildings, plant, and equipment, contract management, quality and safety management and all infrastructural assets and facilities but also ensure the timely replacement of equipment and fixtures.

You will be an active participant in the Department’s role as the consultants, project manager and executor to development, upgrading and construction projects and other estate management matters.

Responsibilities:

• Provide wider strategic oversight on pertinent FM, Civil, Building, Electrical, Air Conditioning & Mechanical, Electronics,contract management,Quality Management, and Workplace Safety-related areas and issues that affect SingHealth Institutions

• Act as a consultant, project manager, development manager, or executor for SingHealth infrastructural development and construction projects

• Provide advisory services and insights, when called upon, that require technical domain knowledge and expertise for any FM, Civil, Building, Electrical, Air Conditioning & Mechanical, Electronics, Quality Management, and Workplace Safety-related areas, works, or issues

• Organise, systemise, and implement measures to synchronise practices and regulations, while adhering to established guidelines, in concert with MOH and the cluster's imperatives and objectives.

• Drive and share quality improvement initiatives and technological know-how to maintain SingHealth cluster FM, Civil, Building, Electrical, Air Conditioning & Mechanical, Electronics, Quality Management, and Workplace Safety-related area competencies and practices that are up to date and relevant

• Oversee, monitor, and regulate harmonised SingHealth KPIs for FME operational standards and resilience

• Oversee and ensure all infrastructure and facilities development projects' testing and commissioning, as well as physical site inspections and handover, as the overall maintenance custodian

• Drive the digital transformation within the department. Lead the identification, development, implementation, and governance of smart technologies, data analytics, automation, artificial intelligence (AI), and innovative solutions to enhance operational efficiency, infrastructure resilience, sustainability, and user experience across healthcare facilities

• Any other duties assigned from time to time

Requirements:

• Bachelor’s Degree in Mechanical / Electrical / Electronics / Building Engineering or any other relevant discipline

• Minimum of eight (8) years in a supervisory role managing maintenance, project, and development management for a large establishment, or a large hospitality facility (minimum 1,200 beds)

• Strong leadership qualities, highly motivated and excellent interpersonal skills

• Good knowledge of regulatory standards and relevant Code of Practices

• Project management and software drafting skills, i.e. AutoCAD, BIM

• Experience leading technology implementation projects and cross-functional teams would be advantage
