Job summary

Jobline Resources Pte Ltd is seeking an experienced Learning & Development professional to lead governance and competency development across domains such as software engineering and project delivery. You will establish the Academy Faculty team comprising in-house trainers to contextualise or deliver learning content with training providers.

Qualifications

• Degree in HR or ICT; advantageous to have an Advanced Certificate in Learning and Performance or similar.
• 3+ years' experience in developing and implementing competency-based learning frameworks in organisations with established HR practices.
• Advanced Certificate in Learning and Performance or similar certification is advantageous.
• Ability to handle intense workload, set up systems in a complex environment, and manage multiple workstreams.

Responsibilities

• Facilitate governance framework for competency development, including appointment of competency leads and steering committee discussions.
• Set up the Academy Faculty team of in-house trainers or facilitators to contextualise or deliver learning content.
• Collaborate with domain competency leads to establish Competency Frameworks for domains like software engineering and project delivery.
• Define competency requirements for professional groups at each seniority level to steer recruitment, development, and appraisal interventions.
• Develop learning pathways outlining mandatory and recommended training programmes and/or certifications.
• Design and implement flagship programmes in partnership with Academy Faculty to reinforce the competency framework.
