Job summary

Jobline Resources Pte Ltd is seeking a Learning & Development leader to drive the competency development framework across multiple domains. You will oversee governance, establish an Academy Faculty, and collaborate with domain leads to tailor frameworks for software engineering and project delivery.

Your role includes defining competency requirements by seniority and shaping training pathways. You will partner with business units to analyze learning needs, select vendors, and ensure programmes

Qualifications

• Degree in Human Resources or Information and Communication Technologies.
• 3+ years of experience in competency-based learning framework development and implementation.
• Advanced Certificate in Learning and Performance or similar certification.
• Ability to handle intense workload and manage multiple workstreams.
• Strong stakeholder management and proactive, growth mindset.

Responsibilities

• Facilitate governance framework implementation for competency development with regular steering committee discussions.
• Set up the Academy Faculty team of in-house trainers and external providers.
• Develop Competency Frameworks across domain areas such as software engineering and project delivery.
• Define competency requirements for professional groups at each seniority level.
• Design learning pathways with mandatory and recommended trainings and certifications.
• Design and implement flagship programmes with Academy Faculty support.
• Partner with Business Units to perform learning needs analysis and vendor selection.
• Conduct standup trainings and facilitate in-house programmes.
• Institute capability events like Learning & Innovation Festival to anchor learning culture.
• Review programmes and source alternatives for effectiveness.
