Job description
What the role is:

As Singapore’s coastal protection agency, PUB plays a critical role in defining what "coastal resilience" is in the face of climate change and how Singapore’s urban spaces will look like in future when integrated with coastal defence infrastructure. You will be part of Coastal Protection Department’s Strategic Planning team that is responsible for charting the medium to long‑term coastal protection strategies for Singapore. You will also help to formulate detailed plans to strengthen Singapore’s coastal resilience, and plan for resources to facilitate implementation of coastal protection infrastructure. In addition, you will work closely with various teams within PUB, as well as other Ministries/ agencies and industry stakeholders on wide‑ranging issues related to coastal infrastructure planning.

What you will be working on:
  • Design a framework for a coastal protection and flood resilience IT system and develop sub-modules for tracking and visualisation
  • Develop a Code of Practice and technical design guidelines to guide industry players in the implementation of coastal protection infrastructure and flood-resilient buildings
  • Develop, review and enhance long term coastal protection planning strategies, which include:
    • Identifying and assessing the risks (e.g. rate of sea level rise) and opportunities (e.g. long-term land use plans)
    • Consultancy and feasibility studies of coastal protection measures
    • Identifying and assessing overseas best practices, emerging risks, medium and long term trends, as well as other policies that may impact the proposed strategies
    • Performing quantitative and qualitative analysis to determine implications and costs of the proposed strategies
  • Evaluate development proposals to assess whether they are aligned with our planning strategies and parameters, and advise stakeholders on technical requirements
  • Collaborate with internal (Government agencies) and external stakeholders to study staging plans and consolidate resource requirements, such as implementation timeline, land take needs, potential of co-location of infrastructure
  • Present key insights and recommendations to PUB and MSE Senior Management, as well as key inter-agency meeting platforms
What we are looking for:
  • Degree in Engineering (preferably Civil or Environmental, or with specialisation in Coastal Protection and Flood Management), or related a discipline (e.g. Economics)
  • Possess at least 5 years of relevant working experience, preferably in engineering, strategic planning, economics, operations, urban planning, environmental studies, geography, policy drafting or related areas
  • Demonstrate keen interest in physical urban development of Singapore
  • Enjoy working in a fast-paced environment with no precedent "fixed" answer
  • Be willing to learn and explore new ideas and adapting solutions to Singapore’s context
  • Have excellent analytical, writing, communication and presentation skills
  • Be self‑motivated, resourceful, attentive to details, and have good organisational, planning and coordination skills
  • Demonstrate ability to work independently and in/across teams effectively
  • Experience with quantitative data analytics software (such as R, Python, Tableau, Qliksense) and GIS software is a plus
