Job summary

National Trades Union Congress (NTUC) in Singapore seeks a Senior Manager to join its Digital Transformation Team, focusing on digitisation and digitalisation to drive transformation, automation, and innovation across the organisation.

You will gather requirements from business users, manage technology projects through full life cycle, and collaborate with external vendors to deliver seamless solutions and improved performance.

Qualifications

• Degree holder in Information Technology/Computer Science/Business or equivalent.
• Minimum 7 years of relevant working experience.
• End-to-end project management experience including process/design, documentation, procurement.
• Experience in co-creation, managing and implementing end-to-end value creation.
• Holistic thinking with big-picture view and attention to detail.
• Strong interpersonal, analytical and comprehension skills.
• Good written and verbal communication skills.
• Customer-facing and conflict-resolution skills.
• Self-motivated and innovative.
• Able to work independently and in a team with minimal supervision.

Responsibilities

• Understand and apply project management, change management, and Security-by-Design practices.
• Apply Cybersecurity, Governance, Risks and Compliance (GRCs) and Audit using ISO27001 or equivalent.
• End-to-end IT Project Management from requirements to delivery using PMP/PRINCE2-like frameworks.
• Manage vendors/service providers to meet contractual obligations and delivery.
• Ensure all forms of documentation are up to date.
• Drive stakeholder expectations and build strong partnerships with collaborators.
• Conduct RFP/RFQ/tender processes including specifications and award.
• Provide advisory on process improvement and design to business users.
• Design and implement risk mitigation plans and management reporting.
