Qualifications

Project Manager – Chiller Specialist (ACMV/HVAC)

Job Summary

We are seeking an experienced Project Manager – Chiller Specialist to oversee the planning, execution, and completion of chiller and ACMV projects. The successful candidate will be responsible for managing project timelines, costs, manpower, subcontractors, suppliers, and site activities while ensuring all works meet the required technical, safety, and quality standards.

Key Responsibilities

Project Management

• Plan, manage, and coordinate chiller, ACMV, and HVAC projects from inception to completion.

• Develop project schedules, manpower plans, work programmes, and project execution strategies.

• Monitor project progress and ensure works are completed within the agreed timeline and budget.

• Coordinate with clients, consultants, main contractors, subcontractors, suppliers, and authorities.

• Attend project meetings and provide regular progress updates and reports.

• Manage project documentation, drawings, method statements, risk assessments, and other technical submissions.

Chiller & ACMV Technical Responsibilities

• Oversee installation, testing, commissioning, servicing, troubleshooting, and maintenance of chiller systems.

• Review chiller system designs, equipment selections, piping layouts, control systems, and associated ACMV works.

• Coordinate chilled water piping, pumps, cooling towers, AHUs, FCUs, valves, controls, and BMS interfaces.

• Review technical drawings, shop drawings, as-built drawings, specifications, and equipment schedules.

• Identify technical issues and coordinate with engineers, suppliers, and specialist contractors to resolve them.

• Ensure proper testing and commissioning of chillers and associated systems before handover.

Site & Construction Management

• Supervise site teams and ensure works are carried out according to approved drawings and specifications.

• Coordinate daily site activities and resolve construction-related issues.

• Monitor workmanship, installation quality, materials, and equipment.

• Coordinate with other trades to avoid clashes and delays.

• Conduct site inspections and ensure rectification works are completed promptly.

• Ensure proper housekeeping and safe working practices at site.

Commercial & Cost Control

• Monitor project costs, variation works, progress claims, and subcontractor works.

• Review quotations, purchase orders, material requirements, and subcontractor quotations.

• Identify potential cost overruns and implement appropriate cost-control measures.

• Assist with project tendering, estimation, and technical/commercial proposals where required.

Testing, Commissioning & Handover

• Plan and coordinate testing and commissioning activities for chiller systems.

• Ensure proper performance testing, balancing, and system verification.

• Coordinate preparation of testing and commissioning reports.

• Ensure all defects and outstanding works are rectified before handover.

• Prepare and review O&M manuals, as-built drawings, warranties, and handover documents.

Safety & Quality

• Ensure compliance with Singapore workplace safety requirements and company procedures.

• Implement and monitor project quality control procedures.

• Ensure risk assessments, method statements, permits, and safety requirements are properly implemented.

• Conduct toolbox meetings and site inspections where required.

• Maintain high standards of workmanship and project quality.

Requirements

• Diploma/Degree in Mechanical Engineering, Building Services Engineering, ACMV, HVAC, or a related field.

• Minimum 5 years of relevant experience in ACMV/HVAC projects, with strong experience in chiller systems.

• Proven experience managing commercial, industrial, institutional, or large-scale ACMV projects.

• Strong knowledge of water-cooled and/or air-cooled chillers, chilled water systems, pumps, cooling towers, AHUs, FCUs, and BMS/controls.

• Good understanding of HVAC drawings, specifications, equipment schedules, and commissioning procedures.

• Experience in project planning, site coordination, manpower management, and subcontractor management.

• Strong knowledge of Singapore ACMV practices, workplace safety requirements, and relevant standards.

• Able to read and interpret M&E/ACMV drawings and technical specifications.

• Good communication, leadership, problem-solving, and project management skills.

• Proficient in Microsoft Office and relevant project management/engineering software.

• Able to work independently and manage multiple projects or priorities.

Preferred Skills

• Experience with chiller replacement, retrofit, upgrading, installation, and maintenance projects.

• Experience with chiller plant optimisation and energy-efficiency improvement.

• Familiarity with BMS, PLC controls, VSD/VFD systems, and HVAC control systems.

• Knowledge of chilled water balancing and commissioning.

• Experience coordinating with consultants, main contractors, and clients.

• Relevant safety certifications such as WSQ, MOM-recognised safety courses, or equivalent will be an advantage.

Working Conditions

• Based primarily at project sites, with office work as required.

• Required to attend site meetings, inspections, testing, commissioning, and coordination meetings.
