Job Description (Full-time)
We are seeking an experiencedSenior Project Document Controller to support a major construction cum infrastructure project in Singapore. The successful candidate shall belong to the General Contractor Project Team and be responsible for the end-to-end management and control of project documentation throughout the project lifecycle, ensuring documents are accurately registered, distributed, revised, tracked, archived and handed over in accordance with project procedures and regulatory requirements.
This is anon-site role requiring a high level of accuracy, organization, compliance awareness and accountability.
The successful candidate is expected to provide supportwith Chinese-English technical communication and translation, coordinate documentation with Chinese management, local subcontractors, consultants and relevant authorities, and manage documentation relating toBCA, ConQUAS, WSH and Changi Airport requirements.
The work location is Changi Airport Terminal 5 (“T5”)Construction Project, and working in the Engineering Management Department.
Key Responsibilities:
A. Project Document Control
- Manage the full lifecycle of project documentation from receipt, registration, distribution and issuance through revision, archiving and final handover.
- Control construction drawings, design changes, shopdrawings, method statements, rectification lists, site instructions and otherproject records.
- Maintain standardized document numbering, classification, revision/version control and traceability.
- Manage document transmittals, document registers, circulation and loan/return records.
- Maintain the project document management system and ensure documents are properly filed and readily retrievable.
- Compile and coordinate as-built documentation for project completion and handover.
B. Construction & Technical Documentation
- Review and coordinate civil, architectural/interior fit-outand M&E documentation.
- Review construction drawings and identify document-controlor revision issues.
- Coordinate technical documentation between the Chinese management team, consultants, subcontractors, supervisors and other project stakeholders.
- Ensure technical and management information is accurately transmitted and properly recorded.
C. BCA, Quality & Regulatory Documentation
- Manage documentation required for BCA inspections and statutory submissions.
- Prepare and maintain documentation packages for stage inspections and final completion inspections.
- Coordinate documentation for TOP and CSC submissions.
- Maintain documentation required under ConQUAS and applicable WSH requirements.
- Centrally manage safety-related records, including PTW, RAreports and safety briefing records.
- Ensure documentation is complete and readily available for regulatory inspections and spot checks.
D. Changi Airport / Airside Documentation
- Manage construction documentation in accordance with Changi Airport requirements and project procedures.
- Coordinate applications and approvals for airside passes, airspace height restrictions and night-work permits.
- Maintain FOD prevention inspection records and related airport-specific documentation.
- Manage approval documentation for high-risk activities, including hot work and lifting operations.
- Ensure all approvals and supporting documents for construction activities in operational areas remain valid and complete.
E. Bilingual Communication & Translation
- Translate technical and project documents between Chinese and English accurately.
- Interpret English construction drawings, industry standards and official documents.
- Prepare and manage bilingual correspondence and documentation.
- Support Chinese management in written communications with local subcontractors, supervisors, consultants and government/official bodies.
- Ensure technical, contractual and management information is communicated accurately without errors.
F. On-Site Coordination & Handover
- Work on-site and coordinate document requirements in line with project schedules and key milestones.
- Monitor documentation status and follow up with relevant parties to close outstanding submissions.
- Support project completion, documentation close-out and final handover.
Key Requirements:
A. Education & Experience
- Degree or higher educational qualifications.
- Minimum3 years of full-time experience in the capacity of Project Document Controller, preferably in construction projects.
- Demonstrated experience managing documentation throughout thefull project lifecycle.
- Familiarity with construction workflows covering:
- Civil works
- Interior/architectural fit-outs
- M&E systems
B. Document Control Expertise
- Strong knowledge of engineering/construction document-control principles.
- Experience with document numbering, classification, revision/version control, distribution, archiving and traceability.
- Ability to independently manage the full spectrum of project documentation.
- Experience maintaining document registers and document management systems.
- Ability to compile and hand over complete as-built documentation.
C. Language & Communication
- Fluent inwritten and oral Chinese and English.
- Able to independently interpret English construction drawings, technical standards and official documents.
- Strong Chinese-English technical translation skills.
- Able to prepare accurate bilingual correspondence.
