Job summary

singapore crrc puzhen railway vehicles service pte. ltd. is seeking a results-driven Project Manager to lead end-to-end rail vehicle refurbishment and overhaul initiatives in Singapore and Southeast Asia.

You will drive project lifecycle management, coordinate stakeholders, monitor risks, ensure governance and regulatory compliance, provide leadership to align with budgets and quality standards, and report performance to senior management.

Responsibilities

• Drive overall project lifecycle management, ensuring milestones, budgets, quality and safety targets are met.
• Act as top-level interface with customer, stakeholders, JV/consortium partners, designers, contractors and subcontractors to facilitate seamless integration and resolve bottlenecks.
• Establish governance, approve plans, monitor execution and report performance, risks and major decisions to senior management and the Employer.
• Allocate budget and scope while ensuring quality performance at project level.
• Enforce compliance with Singapore statutes, contract requirements, AOS, WSH, DfS, collaboration agreements and governance.
• Chair project management meetings, guide the Project Manager, liaise with Operating System technology provider and support rail vehicle refurbishment opportunities in Singapore and SE Asia.

Job description

1. Project Lifecycle Management: Drive overall planning, execution and delivery of the project, ensuring all milestones, budgets, quality standards and safety targets are rigorously met.

2. Stakeholder Orchestration: Act as the top-level interface with customer, the Superintending Officer and relevant stakeholders, JV/consortium partners, designers, contractors and subcontractors to facilitate seamless project integration and resolve major technical/operational bottlenecks.

3. Strategic Reporting & Risk Mitigation: Establish project governance, approve project plans and management documents, monitor execution, and report project performance, risks and major decisions to company senior management and the Employer.

4. Resource & Commercial Oversight: Allocate budget and scope in accordance with project standards and quality performance at project level.

5. Regulatory Compliance & Governance: Enforce absolute alignment with Singapore statutory requirements, contract requirements, AOS, WSH, DfS, etc., collaboration agreement and corporate governance throughout the project lifecycle.

6. Leadership & Strategic Business Support: Chair project management meetings, guide the Project Manager, maintain direct access to senior/executive management of the Operating System technology provider, and support business development in rail vehicle refurbishment and overhaul opportunities in Singapore and Southeast Asia.
