Job summary

Singapore CRRC Puzhen Railway Vehicles Service Pte. Ltd. is seeking a Project Delivery Manager to lead end-to-end project execution in Singapore.

You will define and track the project plan, coordinate cross-functional teams, and ensure performance against scope, time, and budget. The role requires strong planning, risk management, and stakeholder communication, with a focus on safety, quality, and regulatory compliance.

Responsibilities

• Implement the overall project plan and manage objectives within scope and quality.
• Prepare and issue weekly, monthly and annual project work plans; monitor execution.
• Estimate risks, prepare contingency plans, and ensure logistics support.
• Coordinate quality, HSE & security; assist in documentation.
• Manage internal and external interfaces with subcontractors and suppliers.
• Oversee reporting, changes and contract compliance.

Job description

1. Project Delivery Management: Implement the overall project plan, manage project objectives systematically, and allocate budget and scope according to project standards and quality performance requirements.

2. Planning & Progress Control: Prepare and issue weekly, monthly and annual project work plans; monitor project execution, identify deviations and report progress in a timely manner.

3. Risk & Emergency Management: Estimate risks during project execution, prepare contingency/emergency plans, and ensure logistics and resource support for the project team.

4. Quality, HSE & Security Support: Organise engineering quality inspection and quality assessment, pre-completion inspection and participate in completion acceptance; assist the Project Director in quality, environmental/occupational health & safety and security management; organise preparation of project quality management documentation.

5. Internal & External Coordination: Manage internal project disciplines, subcontractors, suppliers and interface parties to ensure delivery within schedule, cost, quality and safety targets; support system integration, T&C and ORAT activities.

6. Reporting, Change & Documentation: Manage project reporting, progress, resources, cost, changes and claims; ensure compliance with contract requirements and corporate procedures.
