Job summary

CAREERSTAR INTERNATIONAL PTE. LTD. in Singapore is seeking an experienced Procurement Specialist to manage sourcing and procurement activities and support the operational needs of our business.

The ideal candidate has 3–5 years in procurement, with experience in oil drilling rigs, offshore, marine or oil & gas sectors, and is skilled in supplier management, quotation evaluation, negotiation and purchase order administration.

Qualifications

• Bachelor’s degree in procurement, supply chain management, engineering or related field.
• 3–5 years of relevant procurement experience.
• Experience in oil drilling rigs, offshore operations, marine or oil & gas preferred.
• Strong negotiation, supplier management, and PO administration.
• Ability to manage multiple procurement activities and deadlines.

Responsibilities

• Manage sourcing and procurement activities from requisition through to final delivery.
• Review technical specifications and requirements with rig personnel and internal stakeholders.
• Source, assess and qualify suitable suppliers.
• Obtain and evaluate competitive quotations based on total cost, quality, technical compliance and delivery schedule.
• Negotiate pricing, contractual terms, warranties and delivery conditions with suppliers.
• Prepare, issue and administer purchase orders and purchasing agreements.
• Monitor and expedite outstanding orders to minimise operational delays.
• Coordinate with suppliers, export packers and freight forwarders on shipping arrangements and export documentation.
• Support supplier evaluation, audits, cost control and supply-chain risk management.
• Maintain accurate procurement records and ensure compliance with company policies and approval procedures.
• Provide guidance and support to junior procurement team members when required.
• Perform other procurement and supply-chain related duties as assigned.

About the Role

Key Responsibilities

• Manage sourcing and procurement activities from purchase requisition through to final delivery.

• Review and clarify technical specifications and operational requirements with rig personnel and internal stakeholders.

• Source, assess and qualify suitable suppliers.

• Obtain and evaluate competitive quotations based on total cost, quality, technical compliance and delivery schedule.

• Negotiate pricing, contractual terms, warranties and delivery conditions with suppliers.

Requirements

• Bachelor’s Degree in Procurement, Supply Chain Management, Engineering, Business Administration or a related discipline from a recognised university.

• Minimum 3–5 years of relevant procurement experience.

• Relevant experience in oil drilling rigs, offshore operations, marine or oil & gas is highly preferred.

• Strong experience in sourcing, supplier management, quotation evaluation and purchase order administration.

• Good understanding of technical specifications and operational requirements.

• Strong negotiation, analytical and problem‑solving skills.

• Good communication and organisational skills, with the ability to manage multiple procurement activities and deadlines.
