The Challenge

Over the past six decades of nation building, the Singapore Public Service has continuously transformed to stay ahead of the challenges brought about by rapid technological changes, disruptive business models, changing socio-demographics and rising public expectations. Another key driver of change that has become more pressing in recent years is that of manpower and fiscal scarcity. Against this backdrop, the Public Service has embarked on the Public Sector Transformation (PST) movement to continually transform the Public Service to better serve Singaporeans. We do this by transforming business and citizen service delivery, pushing frontiers for smart regulation, building a future workplace, and supporting transformation and innovation efforts in Ministries and Statutory Boards. The PST cluster drives the PST movement, which aims to shape our future Public Service to be ready and able to build our future Singapore. As part of the next bound of PST, there is a critical need to drive stronger Whole-of-Government (WoG) regulatory transformation to support accelerated business innovation in the face of major disruptions. The Regulatory Transformation team in PST supports these efforts, while also advancing regulatory thought leadership and strengthening regulatory capabilities across the Public Service.

What You Will Be Working On

By joining our #PeoplePurposePossibilities internship with the Regulatory Transformation team, you will gain a front-row seat to how the Government tackles complex challenges that cut across ministries and sectors. You will support strategic engagements with agencies across the Built Environment, Economy, Social, and Security domains, contribute to cross-government analysis and discussions, and help identify opportunities to improve regulatory outcomes for citizens and businesses.

You will have the opportunity to develop yourself in the following areas:

Research and Policy Analysis

You will support research and analysis of regulatory reviews conducted across key government domains including the Built Environment, Economy, Social, and Security sectors. You will help distil complex information into actionable insights and contribute to recommendations that inform leadership discussions and decision-making.

Stakeholder Engagement

You will help synthesise stakeholder perspectives, support engagements across agencies, and contribute to presentations and communication materials. You will gain exposure to strategic discussions, learn how public sector leaders navigate complex trade-offs, and see how Whole-of-Government efforts build regulatory capabilities and thought leadership across the Public Service.

Insights Development and Executive Communications

You will translate research findings into concise presentations, reports, and recommendations for senior management. You will learn how to communicate complex ideas clearly and effectively, using data, evidence, and storytelling techniques to support strategic decision-making at the Whole-of-Government level.

Skills You Will Develop

Through this internship, you will gain exposure to Whole-of-Government policymaking and strategic coordination, build experience in stakeholder engagement, research, and policy analysis, and deepen your understanding of Singapore's public sector ecosystem. You will strengthen your analytical, communication, and presentation skills, develop insights for senior leaders, leverage AI tools such as Copilot to support research and synthesis, and gain exposure to regulatory talent development and excellence initiatives across the Public Service.
