Job summary

WOLA RECRUITMENT PTE. LTD. in Singapore seeks an M&E procurement and cost-control professional to lead cost estimation, budgeting, tender documentation, and tender evaluation for M&E projects.

You will prepare budgets, BOQs, pricing schedules, and negotiate with subcontractors. Responsibilities include subcontractor management, progress claims, client claims, VO management, final accounts, and monthly cost reporting to keep projects on budget and on schedule.

Qualifications

• Cost Estimation & Budgeting: Prepare initial budget estimates, cost plans, feasibility studies specifically for M&E services.
• Tender Documentation: Measure and prepare accurate Bills of Quantities (BQ), pricing schedules, tender documents.
• Tender Evaluation: Analyze and evaluate M&E tender submissions from subcontractors, perform cost comparisons, and provide negotiation recommendations.
• Subcontractor Management: Source, negotiate, and award subcontracts for various M&E trade packages.
• Progress Claims & Payments: Evaluate monthly progress claims submitted by subcontractors, conduct site verifications, and recommend progressive payments.
• Client Claims: Prepare and submit progressive monthly claims and cash flow projections to the client/consultant.
• VO Management: Identify, measure, value, and negotiate Variation Orders (VOs) with clients and subcontractors promptly.
• Final Accounts: Settle and close final accounts amicably with both clients and subcontractors upon project completion.
• Cost Reporting: Monitor project expenses against budget and prepare monthly cost reports to highlight potential overruns.

Responsibilities

• Settle final accounts with clients and subcontractors on project completion.
• Monitor expenses and prepare monthly cost reports to prevent overruns.
