Job summary

Land Transport Authority (LTA) Singapore seeks an Assistant/Deputy Manager, Human Resource (1-year contract) to join the Learning and Career Development Division. You will contribute to organisational capability by driving competency- and career-related initiatives across LTA.

You will implement LTA's competency-driven career management framework, develop frameworks, learning catalogues, career pathways, and related change initiatives, using data analytics and AI-enabled tools to identify staff

Qualifications

• Tertiary qualification in any discipline.
• At least 2 years of relevant experience in learning, career and competency development.
• Excellent written and verbal communication, presentation and interpersonal skills, with the confidence to engage stakeholders and present to management staff
• Comfortable working with data to derive insights, present recommendations and support decision-making
• Strong analytical, problem-solving and project management abilities, with the ability to translate data insights into actionable workforce capability and development recommendations
• Highly adaptable and able to work independently, and deliver quality outcomes within tight timelines
• Proficient in Microsoft Excel, Powerpoint and other Microsoft Office applications
• Preferably familiar with HR systems (e.g. Workday) and data visualisation tools such as Tableau or Power BI; experience with AI-enabled tools would be an advantage

[What you will be working on]

We are looking for Human Resource professional to join our team in the Learning and Career Development Division in the Human Resource Group. In this role, you will contribute to developing organisational capabilities by driving competency- and career-related initiatives across LTA.

You will play a key role in implementing LTA's competency-driven career management framework. This includes supporting the development, review and implementation of competency frameworks, competency-based learning and career development programmes, learning catalogues, career pathways, and related change management initiatives.

Your work will include initiating large-scale competency assessments across LTA and leveraging data, analytics and AI-enabled tools to identify and analyse developmental needs of staff. Collaborating closely with business units and key stakeholders, you will continuously review and enhance competency frameworks, and design and implement competency and career development initiatives to close competency gaps and strengthen workforce capabilities.
