Job summary

Land Transport Authority is seeking an Assistant / Deputy Manager, Human Resource (1-year contract) to join the Learning and Career Development Division. You will drive competency- and career-related initiatives, develop competency frameworks, and implement career development programmes to strengthen workforce capabilities.

You will use data analytics and AI-enabled tools to identify development needs, collaborate with stakeholders, and continuously refine competency frameworks and learning

Qualifications

• Tertiary qualification in any discipline.
• At least 2 years of relevant experience in learning, career and competency development.
• Excellent written and verbal communication, presentation and interpersonal skills.
• Comfortable working with data to derive insights, present recommendations and support decision-making.
• Strong analytical, problem-solving and project management abilities, with the ability to translate data insights into actionable workforce capability and development recommendations.

Responsibilities

• Develop, review and implement competency frameworks and career development programmes.
• Design learning catalogues and career pathways; drive competency-driven processes.
• Manage large-scale competency assessments and leverage data/AI tools to identify staff development needs.
• Collaborate with business units and stakeholders to update frameworks and initiatives.
• Close competency gaps by implementing targeted development programmes and change management efforts.
