Job summary

The Civil Aviation Authority of Singapore (CAAS) invites a skilled professional in Competency Development and/or Learning & Development to join the Human Resources team as an individual contributor. You will help develop, implement and manage competency frameworks and career progression programs across CAAS.

You will work closely with divisions, lead change management efforts, and ensure learning plans meet officers’ career development needs, driving organisational excellence.

Qualifications

• 3–8 years of experience in competency development, learning and development, or similar HR roles.
• Strong knowledge of competency framework design and implementation.
• Excellent project and change management skills to handle multiple initiatives.

Responsibilities

• Support the development, implementation and updating of competency frameworks with divisions and stakeholders.
• Establish job profiles, competencies and proficiency levels aligned across CAAS.
• Collaborate to craft training catalogues and milestone programmes for growth.
