Job summary

NCS National Council of Social Service in Singapore seeks a senior workforce transformation lead to assess and strengthen the sufficiency and competencies of social service boards, leaders and professionals. You will develop strategies, competency frameworks and roadmaps, and partner with policy owners and ecosystem players to drive progress.

You will direct implementation, monitor risks, lead a small team, and provide clear recommendations to senior management to enable evidence-based decisions

Qualifications

• Experience in workforce planning and analytics.
• Ability to analyse policy and interpret guidance.
• Proven project and programme management capabilities.
• Strong stakeholder management and negotiation skills.
• Excellent written and verbal communication, with clear reporting.
• Strategic thinking and ability to translate data into actions.

Responsibilities

• Lead workforce sufficiency and competency assessment across key segments.
• Develop transformation plans, frameworks and roadmaps aligned to policy directions.
• Coordinate with policy owners and implementation units for alignment.
• Oversight of progress against targets and risk management.
• Manage and develop team, setting direction and high performance.
• Prepare progress reports and senior management recommendations.
