Job summary

The National Council of Social Service in Singapore is seeking a capable leader to steer workforce transformation within the social service sector. You will assess sufficiency and competencies across boards, leaders, and frontline professionals, working with policy owners and ecosystem partners to develop plans, track progress, and ensure targets are met.

Qualifications

Experience in workforce planning and analytics across social service sectors.
Ability to interpret policy directions and translate to actionable plans.
Experience in managing programmes or projects within complex environments.
Strong stakeholder engagement and negotiation skills.
Excellent written and verbal communication for diverse audiences.
Strategic thinking with capability to translate trends into actions.

Responsibilities

Direct workforce sufficiency and competency gap assessments across key segments.
Lead development of transformation plans, competency frameworks and roadmaps.
Coordinate with policy owners and implementation units for alignment.
Oversee progress tracking and address risks to stay on schedule.
Lead and develop team members to foster high performance.
Prepare progress reports and recommendations for senior management.
