Job summary

Civil Service College (CSC) invites applications for a role within the Innovation and Foundation Competencies (IFC) team of IPAM to design and deliver learning solutions that develop innovation and foundational skills for Singapore public officers.

You will lead end-to-end learning projects, collaborate with subject matter experts, and measure impact while leveraging design thinking and process improvement methods in a dynamic, public-service environment.

Qualifications

• At least 2-4 years of relevant working experience in L&D and instructional design.
• Strong organisational, analytical, project management and communication skills.
• Self-motivated, proactive, meticulous and resourceful.
• Ability to work and thrive in a fast changing work environment.
• Possess professionalism and confidence in dealing with people at all levels, especially with stakeholders in our lead agencies.

Responsibilities

• Conceptualise online, blended or classroom learning interventions for the Public Service focused on innovation and foundational competencies.
• Work with subject matter experts to shape course learning outcomes and develop training materials.
• Assess and monitor the impact and effectiveness of learning interventions at individual trainee and/or organisation level.
• Partner with agency stakeholders to assess capability gaps, design targeted interventions, and produce learning resources.
• Oversee end-to-end programme development and manage stakeholder relationships to ensure delivery within scope, budget and timelines.
• Research emerging practices in learning and development to ensure programmes stay cutting-edge and aligned with sector developments.
• Contribute to consultancy projects to support public agencies in their transformation journey using methodologies like design thinking and process improvement.
