Job summary

Civil Service College, through its Institute of Leadership and Organisation Development, seeks a Learning and Development Specialist to design learning experiences that strengthen OD capabilities across the Singapore Public Service and to shape how OD is developed. You will build communities of practice and help public officers grow professionally.

The role covers curriculum design, stakeholder engagement, programme operations, learning evaluation and continuous improvement, with duties spanning

Qualifications

• 3–5 years in learning design and development with an interest in organisation development.
• Experience or interest in learning evaluation, facilitation and community engagement.
• Ability to translate complex ideas into clear, engaging visual content.
• Strong collaboration with colleagues, stakeholders and external partners.
• Ability to manage multiple projects independently with structure.

Responsibilities

• Design organisation development milestone programmes, workshops and learning interventions, shaping learning design and evaluating impact.
• Lead development of a vibrant OD community with sessions like OD CoMeet and manage OD platforms.
• Conduct learning needs analysis and translate insights into bite-sized digital resources.
• Explore learning technologies to reimagine OD knowledge development across the Public Service.
• Project manage programmes, coordinate stakeholders, track budgets and ensure timely delivery.
