CERTIS CISCO MANPOWER PTE. LTD. in Singapore is seeking a Senior Bid Manager to lead integrated facilities management tenders. You will drive cross‑functional teams through qualification, costing, and proposal development to deliver compliant, winning bids.

The role requires 5–8 years in FM bid management, strong Excel-based costing, and stakeholder leadership across procurement, legal, operations and finance. A strategic, results‑oriented mindset is essential.

Qualifications

• Experience with Integrated Facilities Management tender processes.
• 5–8 years in FM, bid management, procurement or vendor management in Singapore.
• Ability to analyse tender documents and develop RFQs.
• Strong Excel pricing and financial analysis skills.
• Knowledge of Singapore procurement regulations.
• Leadership and cross-functional collaboration.

Responsibilities

• Review IFM tender documents to define scope and KPIs.
• Lead cross-functional teams to develop integrated delivery models.
• Manage RFQs for OEMs, contractors, service partners.
• Develop bid cost models covering manpower, equipment, maintenance.
• Negotiate scope, rates, terms with vendors.
• Establish bid governance, schedules, and version control.
• Prepare technical and commercial content for proposals.
• Coordinate with operations, procurement, finance and legal teams.
