Job summary

RECRUIT EXPRESS PTE LTD in Singapore is seeking an experienced HR Generalist to lead end-to-end recruitment and oversee broad HR operations. You will manage a pipeline for blue-collar and senior roles, administer payroll and compliance, and drive HR projects across policies, onboarding and engagement.

The role requires strong stakeholder management, excellent communication, and the ability to build processes from the ground up in a fast-paced environment.

Qualifications

• Experience in HR management/generalist HR, ideally with exposure to high-volume or blue-collar recruitment.
• Strong knowledge of Singapore employment practices, MOM requirements and payroll administration.
• Strong stakeholder management and communication skills.
• Ability to independently build HR processes and systems from the ground up.

Responsibilities

• Lead end-to-end recruitment for senior and blue-collar roles (drivers, technicians, warehouse staff).
• Build and maintain a strong candidate pipeline; ensure timely hiring.
• Manage HR operations including Timesoft, employee records, onboarding and HR administration.
• Oversee payroll, CPF, IRAS, MOM work passes and Foreign Worker Levy administration.
• Develop HR reports on headcount, hiring, turnover, attendance and costs.
• Establish Employee Handbook, onboarding programme and HR policies.
• Drive quarterly performance management and employee engagement initiatives.
• Organise company events and festive celebrations.
• Partner with founders and managers on people matters, workforce planning and organisational needs.
