Private Advertiser in Singapore is seeking a dedicated HR Senior Executive/Executive (Payroll, Compensation & Benefits) to support a growing healthcare organisation. You will manage the full payroll function while supporting compensation and benefits administration, workforce planning, work pass matters, statutory reporting and HR operations.

About the role
We are looking for a dedicated and detail-oriented HR Senior Executive / Executive (Payroll, Compensation & Benefits) to support our growing healthcare organisation. This role is ideal for an HR professional with strong payroll expertise who enjoys working with data, ensuring compliance, and partnering stakeholders to deliver effective HR services.
As a key member of the HR team, you will manage the full payroll function while supporting compensation and benefits administration, workforce planning, work pass matters, statutory reporting and HR operations.
Key responsibilities:
1) Payroll Administration
Handle the end-to-end monthly payroll process, including the verification of attendance, overtime, allowances, claims, leave and employee movements.
Perform payroll calculations, adjustments, reconciliations and validation checks, and ensure timely salary disbursement.
Ensure accurate statutory deductions and reporting, maintain complete payroll records, and address payroll-related queries with relevant parties.
2) Compensation & Benefits
Administer employee compensation, medical insurance and benefit programmes in accordance with organisational policies.
Coordinate annual salary review, promotion and bonus exercises, including data preparation, approvals and employee documentation.
Support salary benchmarking and periodic policy reviews, while maintaining accurate and confidential compensation and benefits records.
3) Manpower Budgeting & Forecasting
Support annual manpower budgeting and workforce planning exercises.
Prepare payroll and manpower cost forecasts and projections.
Monitor manpower expenditure and provide variance analysis.
Prepare workforce and compensation data to support management decision-making.
4) Foreign Workforce & Regulatory Administration
Manage work pass applications, renewals, amendments and cancellations, and administer foreign workforce quotas and related approvals.
Monitor work pass validity and regulatory requirements, coordinate required medical examinations, and liaise with HODs, agencies, MOM and relevant authorities.
Oversee staff accommodation arrangements, inspections and maintenance, and maintain accurate work pass and accommodation records.
5) Leave Administration
Maintain accurate leave records and monitor leave utilisation.
Administer leave carry-forward, encashment and year-end leave exercises.
Coordinate year-end closing, reconcile leave balances, resolve discrepancies and prepare required reports.
6) Compliance & Professional Registration
Ensure timely and accurate CPF, employee income, tax clearance and other statutory or government submissions.
Monitor regulatory changes and ensure compliance with applicable employment legislation, statutory requirements and Healthcare Services Act requirements.
Coordinate Singapore Nursing Board (SNB) registration and practising certificate renewals, and support audits, inspections and regulatory reviews with proper documentation.
7) HR Reporting & Administration
Prepare and analyse regular and ad hoc HR reports on payroll, headcount, compensation, benefits, leave, manpower costs and workforce matters.
Maintain accurate employee records and data integrity across HRIS, payroll and related systems, ensuring confidentiality and security.
Administer employment documentation and employee lifecycle transactions, including appointments, movements, renewals and cessations.
8) HR Operations, Projects & Process Improvement
Administer HR-related government grants and support the implementation and review of HR policies, procedures and processes.
Identify and implement improvements to payroll, compensation and benefits, HR administration, HRIS and digital processes.
Support organisational projects and other duties assigned by the Supervisor.
Requirements:
Diploma or Degree in Human Resource Management, Business Administration or a related discipline.
Minimum 3 years of relevant HR experience, including hands-on end-to-end payroll administration.
Sound knowledge of Singapore payroll practices, CPF, IRAS requirements, the Employment Act and MOM work pass regulations.
Sound knowledge of AIC schemes and Singapore Nursing Board processes will be an advantage.
Strong numerical, analytical and problem-solving skills with a high level of accuracy and attention to detail.
Good planning and organisational skills, with the ability to manage competing deadlines.
High level of integrity and ability to handle confidential information with discretion.
Strong interpersonal and communication skills with a service-oriented mindset.
Ability to work independently and collaboratively with stakeholders at all levels.
Experience in the healthcare sector will be an advantage.
