Job summary

The Government Technology Agency (GovTech) in Singapore invites applications for Assistant / Deputy Manager, HR – Learning Programme Development on a 1-year contract to lead learning operations and support workforce capability development.

You will administer Workday Learning and LEARN, coordinate procurement, register and schedule programmes, roll out e-learning, maintain records, and generate data-driven insights with dashboards for management.

Qualifications

• At least 2 years of relevant experience in learning operations or HR operations.
• Experience administering Workday Learning Module or LMS; including setup, records, reporting, and admin.
• Strong analytical skills and ability to interpret learning data and generate reports.
• Proficient in Excel, PowerPoint; familiarity with Power BI for dashboards.

Responsibilities

• Administer and deliver learning programmes and initiatives.
• Coordinate end-to-end procurement, and manage vendor contracts and payments.
• Oversee programme registration, scheduling, communications, and records management.
• Manage onboarding and corporate learning programmes.
• Roll out e-learning modules and ensure compliance of mandatory modules.
• Manage learning data in Workday and LEARN, ensuring accuracy and timeliness.
• Analyse learning data and generate dashboards to support decision-making.
• Support system enhancements, process automation and continuous improvement.
