Job summary

Public Service Division is seeking an Assistant/Deputy Manager, Human Resource for a 1-year contract in Singapore. The role focuses on implementing competency-driven career management and driving workforce development initiatives.

You will work in the Learning and Career Development Division, partnering with stakeholders to build capability and close competency gaps using data-driven insights and analytics.

Qualifications

• A tertiary qualification in any discipline is required.
• 2+ years in learning, career and competency development.
• Strong written and verbal communication and stakeholder engagement skills.
• Comfortable with data to derive insights and support decisions.
• Analytical, problem-solving and project management abilities.
• Independent and able to deliver quality outcomes under tight timelines.
• Proficient in Microsoft Excel and PowerPoint; familiarity with HR systems (e.g., Workday) and data visualisation tools (Tableau, Power BI).
• Experience with AI-enabled tools is an advantage.

Responsibilities

• Contribute to developing organisational capabilities by driving competency- and career-related initiatives across LTA.
• Support development, review and implementation of competency frameworks and related programmes.
• Initiate large-scale competency assessments and leverage data and AI-enabled tools to identify staff developmental needs.
• Collaborate with business units and stakeholders to review, enhance and implement competency and career development initiatives.
